    REGULAR BOARD MEETING

    OCTOBER 1, 2018

    (PROPOSED MINUTES)

     

    MEETING WAS CALLED TO ORDER AT 6:00 PM BY SUPERVISOR JIM MAZUR, BOARD MEMBERS PRESENT WERE CLERK       BARBARA J. EGELER, TRUSTEE JEROME PAPES (HAPPY BIRTHDAY JEROME!) TREASURER PATTI GEERS, TRUSTEE BOB KESLING WAS ABSENT.  WE HAD NINE GUEST ATTEND.

    MINUTES WERE APPROVED AS PRESENTED.

    SHERIFFS REPORT WAS GIVEN BE SHERIFF KIM COLE.

    JEROME MADE A MOTION TO APPROVE PAYMENT OF BILLS.  JIM SECONDED

    MOTION CARRIED

    TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 8-31-18 WAS $157,790.22,  RECEIPTS FOR SEPTEMBER WERE $20,952.33, DISBURSEMENTS WERE $47,915.50 (THIS INCLUDED $34,380.61 SPENT ON ROAD PROJECTS).  LREAVING A BALANCE OF $130,827.05 ON 9-30-18.

    PETTY CASH AND CHECKING ACCOUNT BALANCES REMAIN AT $100.00 AND $200.00 ON 9-30-18.

    PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 9-30-18.

    PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $126,662.80 ON 9-30-18.

    HALL RESERVATION FUND BALANCE WAS $1,117.53 ON 8-31-18, RECEIPTS FOR SEPTEMBER WERE $60.00, DISBURSEMENTS WERE $60.00. INTEREST WAS .07 CENTS.  LEAVING A BALANCE OF $1,117.60 ON 9-30-18.

    TAX SAVINGS ACCOUNT BALANCE WAS $4,822.74 ON 8-31-18, RECEIPTS FOR SEPTEMBER WERE $302,335.78, DISBURSEMENTS WERE $243,806.53, INTEREST WAS $7.55.  LEAVING A BALANCE OF $63,359.54 ON 9-30-18.

    TREASURERS REPORT ACCEPTED AS PRESENTED.

    JIM REPORTED THE HE AND JOSH PETERS WITH THE ROAD COMMISSION WENT ON A ROAD TRIP THROUGH OUT VICTORY TOWNSHIP, TO SEE WHAT UPCOMING ROAD PROJECTS COULD BE PUT ON A LIST.

    WAYNE ANDERSEN REPORTED THAT HE HAS DISCUSSED WITH THE HAMLIN LAKE PRESERVATION SOCIETY, AND BROUGHT  IT TO VICTORY TOWNSHIPS BOARD, THE IDEA OF REPLACING THE DOCK AT THE LAUNCH AT VICTORY PARK.  IT WAS JUST PUT IN A FEW YEARS BACK, AND IS IN PRETTY ROUGH SHAPE ALREADY.  THE IDEA WAS BROUGHT UP WITH REPLACING IT WITH MATERIALS THAT WON’T ROT LIKE WOOD DOES.  JIM IS GOING TO LOOK INTO THIS, AND GET BACK WITH WAYNE.  THE HAMLIN LAKE PRESERVATION SOCIETY SAID THEY WOULD COST SHARE WITH VICTORY TOWNSHIP IN REPLACING THE DOCK.

    COUNTY COMMISSIONER JANET ANDERSEN GAVE HER COUNTY REPORT.  THEIR BUDGET FOR NEXT YEAR IS 13.5 MILLION, AND IS ONLY 0.54 % OVER LAST YEARS BUDGET.    SHE SAID EVERYONE (COUNTY DEPARTMENT HEADS) WORKS VERY HARD TO STAY WITHIN THE BUDGET.

  • POSSIBLE BOATING CHANNEL UPPER HAMLIN LAKE

    Suzanne S. of Sunset Bluff Resort organized a meeting about nuisance lake vegetation affecting Upper Hamlin Lake. Two biologist from The Little River Band of Ottawa Indians (Allison Smart and Josh Beaulaurier ) were asked to attend .  After much discussion Brian Zimmerman(property owner in Hamlin Shoals) suggested a boating channel marked by buoys be established from Hamlin Shoals to the Meyer Road line.  The idea is to have concentrated boater traffic through that channel to keep the vegetation in check.

    After the meeting Wayne Andersen contacted MDEQ,MDNR,&Mason County Sheriff Marine patrol regarding the proposal. All agencies feel this is a viable solution to establish a navigable boater route. Brian Zimmerman(property owner in Hamlin Shoals)agreed to plot the coordinates of the channel by GPS the weekend of Oct.5-7th.Feel free to  provide input to this preliminary proposal.

    MINUTES WERE APPROVED AS PRESENTED.

    TREASURERS REPORT ACCEPTED AS PRESENTED

    CLERK REPORTED THAT LUCIUS BECK HAD SUBMITTED HIS APPLICATION, AND COPY OF INSURANCE FOR HIS ANNULA DOCK PERMIT.  NEED A MOTION TO APPROVE.

    JEROME MADE A MOTION TO APPROVE MR. BECKS APPLICATION,  JIM SECONDED

    MOTION CARRIED

    JIM GALLIE, AMBER TOWNSHIP SUPERVISOR, AFTER TALKING TO JIM  MAZUR, AGREED THAT THEIR TOWNSHIP WOULD PAY FOR HALF OF THE BRINE FOR DECKER ROAD.   NO ONE COULD TELL JIM  MAZUR WHY WE HAVE BEEN PAYING FOR THE WHOLE ROAD.  SO, JIM CONTACTED JIM GALLIE AND AFTER DISCUSSING IT, IT WAS  AGREED THAT THEY SHOULD PAY THEIR SHARE..  THE ROAD COMMISSION, HOWEVER TOLD JIM MAZUR, THAT WHEN A ROAD IS SHARED, IT IS UP TO THE TOWNSHIP TO BILL THE     OTHER TOWNSHIP FOR  THE BRINE.  THIS WILL SAVE VICTORY TOWNSHIP ABOUT $800.00.

    COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT.

    COUNTY TREASURER ANDREW KMETZ CAME TO THE MEETING,  TALKED ABOUT TAXES, FORECLOSURES.

  • Town Hall

    A new and improved handicap ramp and stairs was constructed and installed at Victory Town Hall mid 2016.

  • Victory Park Boat Launch

    The new dock has been built and improvements to the parking lot have been completed. The dock will be moved to the east area of the park this upcoming Spring.

  • Sad day for Victory Township

    We are very sad to announce the passing of longtime township supervisor Russel Andersen April17th 2012. He will sadly be missed by his family,friends and his beloved Victory Township.

  • ORV Public Hearing

    A public hearing was held 9/12/11 at the Victory town hall to discuss the ORV ordinance. It was well attended by many concerned residents.After approx. 45 minutes of discussion the public hearing was adjourned.Special thanks to Gary Dittmer(Road comisssion )  and sheriff Jeff Fiers for their comments.  During the regular monthly meeting that followed the public hearing, the Orv ordinance was passed .  The ordinance takes effect 30 days after its publication which was 9/15/11.
