REGULAR BOARD MEETING

JANUARY 8, 2024

MEETING WAS CALLED TO ORDER AT 6 PM BY CLERK BARBARA EGELER, BOARD MEMBERS PRESENT WERE PAPES, KESLING

GEERS, WE HAD SEVEN GUEST ATTEND.

AFTER PLEDGE TO THE FLAG CLERK EGELER MADE A MOTION TO APPOINT TRUSTEE BOB KESLING TO THE VACANT SUPER-

VISOR POSITION.  JEROME SECONDED

MOTION CARRIED

BOB KESLING WAS SWORN IN AS THE SUPERVISOR OF VICTORY TOWNSHIP.

MINUTES WERE APPROVED AS PREENTED,

SHERIFFS REPORT WAS GIVEN BY SHERIFF KIM COLE, THERE WERE 29 CALLS IN THE TOWNSHIP.

MASON COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT, THERE WAS A 4 YEAR PACKAGE

APPROVED FOR NON-UNION EMPLOYEES,  THERE WAS A MEETING HELD TO MEET THE NEW DEPUTY ADMINISTRATOR KAITLYN

SZCYPKA, AND THE COUNTY HAS A NEW MEDICAL EXAMINER.  ALSO, APPROVED $184,000.00 FOR ENCRYPTED RADIOS FOR THE

SHERIFF’S OFFICERS, FABIAN WAS ABLE TO GET A $50,000.00  GRANT TO HELP OFFSET THE COST OF THE RADIO SCANNERS.

ASSESSOR NANCY VANDERVEST GAVE A REPORT AND ASKED FOR MOTION TO ACCEPT THE FOLLOWING:

BOB MADE AMOTION TO APPROVE THE FOLLOWING DATES FOR BOARD OF REVIEW FOR 2024.  BARB SECONDED

MARCH ORGANIZATIONAL MEETING: TUESDAY, MARCH 5, 2024  11 AM

MARCH BOARD OF REVIEW MONDAY, MARCH 11, 2024  1:30 –7:30 PM

JULY BOARD OF REVIEW TUESDAY, JULY 16, 2024 11:00 AM (IF NEEDED)

DECEMBER BOARD OF REVIEW TUESDAY, DECEMBER 10, 2024 11:00 AM (IF NEEDED)

NANCY REPORTED THAT VETERANS EXEMPTIONS ARE NO LONGER APPROVED AT BOARD OF REVIEW, THAT THE ASSESSOR

WILL NOW MAKE THAT DETERMINATION.

BOB MADE A MOTION TO APPROVE THE RESOLUTION TO ADOPT POVERTY EXEMPTION INCOME GUIDELINES AND ASSET

TEST.  AND, THAT THE BOARD OF REVIEW SHALL FOLLOW THE POLICY AND FEDERAL GUIDELINES IN GRANTING OR DENYING AN

EXEMPTION.  BARB SECONDED

JEROME MADE A MOTION TO APPROVE THE RESOLUTION TO ALLOW LOCAL RESIDENTS TO PROTEST TO BOARD OF

REVIEW IN WRITING .  BOB SECONDED

MOTION CARRIED

BOB MADE A MOTION TO SET THE ASSET TEST, THE TOTAL VALUE OF THE ASSETS OF THE APPLICANT AND EACH MEMBER

OF THE APPLICANT’S HOUSEHOLD, SHALL NOT EXCEED $75,000.00.  PATTI SECONDED

TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 11/30/23 WAS $393,578.75, RECEIPTS FOR DECEM

-BER WERE $300.00, INTEREST WAS $49.92, DISBUREMENTS WERE $10,931.16.  LEAVING A BALANCE OF $382,997.51 ON 12/31/23

CHECKING ACCOUNT BALANCE REMAINS AT $300.00 ON 12/31/23.

PERPETUAL CARE CERTIFICARE BALANCE REMAINS AT $62,821.14 ON 12/31/23.

PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $308,821.35 ON 12/31/23.

HALL RESERVATION FUND BALANCE ON 11/30/23 WAS $1,120.98, NO RECEIPTS, NO DISBURSEMENTS, INTEREST WAS

.05 cents, LEAVING A BALANCE OF $1,121.03

TAX ACCOUNT BALANCE ON 11/30/23 WAS $9,305.06 RECEIPTS FOR DECEMBER WERE $393,365.99, DISBURSEMENTS

WERE$99,651.34, INTEREST WAS $4.58, LEAVING A NEW BALANCE OF $303,024.29 ON 12/31/23

TREASURERS REPORT ACCEPTED AS PRESENTED.

BOD REPORTED THAT HE ATTENDED THE JUNK AUTHORITY MEETING, THEY ARE STILL HAVING TROUBLE GETTING

VIOLATERS PROSECUTED.  THE JUDICIAL SYSTEM DOSENT SEEM TO THINK IT IS A PRIORITY.

BOB PRESENTED A RESOLUTION TO THE BOARD:

JIM MAZUR HAS SERVED WITH DISTINCTION ON VICTORY TOWNSHIP BOARD FROM OCTOBER OF 1999 THROUGH DE-

CEMBER OF 2023 AND HAS PROVIDED A STRONG AND ARTICULATE VOICE FOR ALL THE CITIZENS OF VICTORY.

HE HAS DRAWN FROM HIS EXPERIENCE AS A TRUSTEE AND AS A LIFELONG CITIZEN  HE HAS FROM HIS FIRST MEETING,

CONSISTENTLY ADVOCATED FOR GROUPS AND CAUSES HE FELT WERE WORTHWHILE AND CONTINUED TO DO SO THROUGHOUT

HIS TENURE.

HE HAS SPOKEN AT VARIOUS MEETINGS AND SETTINGS THROUGHOUT THE COUNTY, ADVOCATING FOR THE SUCCESS

OF VICTORY TOWNSHIP WHENEVER THE OPPORTUNITY PRESENTED ITSELF.

HIS LEADERSHIP AS SUPERVISOR HAS LEAD OUR TOWNSHIP TO BE ON FIRM GROUND AND HAS GIVEN FUTURE LEADERS

A SOLID FOUNDATION, BOTH ETHICAL AND FINANCIALLY, FROM WHICH WE CAN BUILD ON INTO THE FUTURE.

HE HAS INVESTED COUNTLESS HOURS OF PERSONAL TIME AND RESOURCES TO DEFEND OUR RIGHTS AND PROPERTY.

HIS COMPOSURE AND LEADERSHIP IN THESE TASKS IS A CHARACTERISTIC THAT SHOULD BE LOOKED UPON FAVORABLY

FROM ALL THE RESIDENTS OF VICTORY TOWNSHIP.

BE IT THEREFORE RESOLVED,

THAT THE TOWNSHIP OF VICTORY, ITS RESIDENTS AND ITS BOARD BESTOWS ITS APPRECIATION AND COMMENDTIONS

TO JIM FOR HIS EXEMPLARY SERVICE; AND CONVEYS ITS GRATITUDE FOR HIS CONTRIBUTIIONS WITH THE FIRM ASSURANCE

AND BELIEF THAT HE WILL CONTINUE TO MAKE OUTSTANDING CONTRIBUTIONS TO HIS TOWNSHIP WELL INTO THE FUTURE.

JEROME MADE A MOTION TO APPOINT WAYNE ANDERSEN TO THE BOARD, TO FILL THE TRUSTEE POSITION THAT IS NOW

OPEN.  BOB SECONDED

MOTION MADE BY BOB TO SEND THREE MEMBERS TO BOARD OF REVIEW TRAINING FOR CERTIFICATION, IN OCEANA

COUNTY.  JEROME SECONDED
