REGULAR BOARD MEETING

NOVEMBER 7, 2022

(PROPOSED MINUTES)

MEETING WAS CALLED TO ORDER AT 6 PM BY SUPERVISOR JIM MAZUR, BOARD MEMBERS PRESENT WERE CLERK

BARBARA EGELER, TRUSTEE JEROME PAPES, TRUSTEE BOB KESLING, AND TREASURER PATTI GEERS.  WE HAD TWO GUEST ATTEND.

MINUTES WERE APPROVED AS PRESENTED,

COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT.

SHERIFF KIM COLE GAVE THE SHERIFF’S REPORT.  THERE WERE 25 CALLS IN THE TOWNSHIP, MANY CAR DEER CRASHES.

JEROME MADE A MOTION TO APPROVE PAYMENT OF OCTOBER BILLS.  BOB SECONDED

MOTION CARRIED

TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 9/30/22 WAS $336,995.93.  RECEIPTS FOR OCTOBER

WERE $600.00, INTEREST WAS $32.06, DISBURSEMENTS WERE $24,887.16.  LEAVING A BALANCE OF $312,740.83 ON 10/31/22.

CHECKING ACCOUNT BALANCE REMAINS AT $300.00 ON 10/31/22.

PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 10/31/22.

PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $292,216.59 ON 10/31/22.

HALL RESERVATION FUND BALANCE ON 9/30/22 WAS $1,120.31,  NO RECEIPTS AND NO DISBURSEMENTS REPORTED FOR

OCTOBER, INTEREST WAS .05 cents.  LEAVING A BALANCE OF $1,120.36 ON 10/31/22.

TAX ACCOUNT BALANCE ON 9/30/22 WAS $12,213.93, RECEIPTS FOR OCTOBER WERE $9,252.06, DISBURSEMENTS WERE

$11,531.21, NO INTEREST REPORTED.  LEAVING A BALANCE OF $9,934.78 ON 10/31/22.

TREASURERS REPORT ACCEPTED AS PRESENTED.

MASON-LAKE CONSERVATION DISTRICT PRESENTED TO THE TOWNSHIP A BEACHGRASS PLANTING AND HARVEST AGREEMENT .

BOB MADE A MOTION THAT WE AGREE TO THE AGREEMENT, THAT,

THROUGH MUTUAL CONSENT, THE MASON-LAKE CONSERVATION DISTRICT AND VICTORY TOWNSHIP, MI  ENTER INTO

THIS AGREEMNT FOR THE  PROPERTY “VICTORY BALL PARK” LOCATED IN SECTION 26 OF VICTORY TOWNSHIP ON NORTH GORDON

ROAD.

THAT THE MASON-LAKE CONSERVATION DISTRIT WILL:

1.                PLANT AMERICAN BEACHGRASS TO STABILIZE TWO SANDY “BLOWOUTS” ON THE WEST SIDE OF THE

EXISTING BALL DIAMONDS ON THE PROPERTY.  THE HARVESTING OF THE BEACHGRASS REQUIRED AND

PLANTING WILL BE DONE AT THE M-LCD’S EXPENSE AND AT THE M-LCD’S RISK.

2.                FENCE IN THE PLANTING AREA WITH SNOW FENCE OR SIMILAR AND PLACE A SIGN EXPLAINING THE

PROJECT.

3.                HOLD ALL APPLICABLE LIABILITY AND WORKERS’ COMPENSATION INSURANCE AND PERMITS RELATED

TO NURSERY LOCATIONS.

4.                UTILIZE THESE NEWLY ESTABLISHED BEACHGRASS SITES FOR HARVEST IN ORDER TO STABILIZE OTHER

SITES AND PROMOTE THE USE OF NATIVE VEGETATION.

5,                HARVEST DURING THE MONTHS OF APRIL, MAY, SEPTEMBER-NOVEMBER.  HARVEST OPERATIONS ARE

BY  HAND WITH A CREW OD 2-4 PEOPLE.

6.                LEAVE SUFFICIENT PLANTS SO THAT HARVEST CAN BE A CONTINUING PROPOSITION WITH LITTLE IM

PACT TO SITE STABILITY.

7.                APPPLY MAINTENANCE FERTILIZER OR HERBICIDE FOR WEED CONTROL AS NEEDED BY THE M-LCD AT

M-LCD EXPENSE .

8.                NOTIFY LANDOWNER PRIOR TO OPERATIONS AND TIME SUCH ACTIVITY SO AS NOT TO INTERFERE WITH

OTHER PROPERTY USE.

THAT VICTORY TOWNSHIP WILL:

1.                ALLOW THE M-LCD ACCESS TO PERFORM PLANTING, HARVEST, FENCING AND MAINTENACE OPERA-

TIONS NECESSARY TO MAINTAIN THE STABILITY OF THE PLANTINGS FOR A MINIMUM OF 5 YEARS.

2.                TO THE BEST OF VICTORY TOWNSHIP’S ABILITY, CONTROL ACCESS OF FOOT OR VEHICULAR TRAFFIC ON THE

NEW BEACHGRASS PLANTINGS AS THIS WILL HAVE A SIGNIFICANT IMPACT ON STABILIZATION OF THE BEACHGRASS.

3.                NOTIFY M-LCD IF THE PROPERTY IS SOLD.
