JANUARY 6, 2020 (PROPOSED MINUTES)
MEETING WAS CALLED TO ORDER AT 6 PM BY SUPERVISOR JIM MAZUR, ALL BOARD MEMBERS WERE PRESENT: CLERK BARBARA EGELER, TREASURER PATTI GEERS, TRUSTEE JEROME PAPES, TRUSTEE BOB KESLING. WE HAD 12 GUEST ATTEND. MINUTES WERE APPROVED AS PRESENTED. MIKE INGISON FROM MASON COUNTY ROAD COMMISSION GAVE A REPORT ON THE BREAK DOWN OF GAS TAXES, AND HOW IT IS ALLOCATED FOR PAYING FOR ROADS. ALSO, TALKED ABOUT THE EXCESSIVE AMOUNT OF PRECIPITATION THE COUNTY HAS HAD THIS PAST YEAR, AND HOW IT IS AFFECTING THE CONDITIONS OF THE ROADS. SHERIFFS REPORT WAS GIVEN BY SHERIFF KIM COLE, HE TOLD HOW MANY CALLS IN THE TOWNSHIP FOR DECEMBER, AND COUNTY WIDE FOR 2019 . ASSESSOR NANCY VANDERVEST ASKED THE TOWNSHIP TO ADOPT A FEW POLICIES REQUIRED BY THE STATE: JIM MADE A MOTION TO APPROVE THE BOARD OF REVIEW DATES AS FOLLOWS: 2020 ORGANIZATIONAL MEETING TO BE ON MARCH 3, 2020, AT 10:30 AM, BOARD OF REVIEW MEETINGS: MARCH 11, 2020 1:30 PM – 7:30 PM and MARCH 13, 2020 1:30 PM – 7:30 PM. JULY BOARD OF REVIEW : JULY 21, 2020 AT 11:00 AM. DECEMBER BOARD OF REVIEW : DECEMBER 15, 2020 AT 11:00 AM. JEROME SECONDED MOTION CARRIED JIM MADE A MOTION TO ADOPT THE RESOLUTION FOR POVERTY EXEMPTION GUIDELINES FOR ELIGIBILITY REQUIREMENTS, NOTWITHSTANDING THE VALUE OF THE PROPERTY, IN ORDER TO BE CONSIDERED FOR TAX EXEMPTIONS UNDER PUBLIC ACT 390 OF 1994 (MCL 211.7u) ; THE VALUE OF ALL ADDITIONAL ASSETS SHALL NOT EXCEED 1 1/2 TIMES THE ANNUAL HOUSEHOLD INCOME OF THE APPLICANT. BOB SECONDED MOTION CARRIED 2020 CONSUMER PRICE INDEX 1.9%. ASSESSING REFORM GOES INTO EFFECT IN 2021. BOB MADE A MOTION TO AMEND THE BUDGET MOVING $1000.00 INTO 101-101-801, AND, $300.00 INTO 101-101-955, FROM THE CONTINGENCY FUND. ALSO, PAYMENT OF BILLS FOR DECEMBER . JEROME SECONDED MOTION CARRIED TREASRER REPORTED THE MONEY MARKET FUND BALANCE ON 11-30-19 WAS $281,557.85, RECEIPTS FOR DECEMBER WERE $1,609.87, INTEREST WAS 180.39, DISBURSEMENTS WERE $13,402.73. LEAVING A BALANCE OF $269,945.38 ON 12-31-19. CHECKING ACCOUNT BALANCE REMAINS AT $300.00 ON 12-31-19. PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821,14 ON 12-31-19. PUBLIC IMPROVEMENT FUND BALANCE ON 11-31-19 WAS $127,851.91, CD MATURED, INTEREST WAS $3,153.70. LEAVING A BALANCE OF $131,005.61 ON 12-31-19. HALL RESERVATION FUND BALANCE ON 11-30-19 WAS 1,118.65, RECEIPTS FOR DECEMBER WERE $60.00, DISBURSEMENTS WERE $60.00, INTEREST WAS .07 CENTS. LEAVING A BALANCE OF $1,118.65 ON 12-31-19. TAX SAVINGS ACCOUNT BALANCE ON 11-30-19 $354,582.35, RECEIPTS FOR DECEMBER WERE $66,785.52, INTEREST WAS $81.50, LEAVING A BALANCE OF $298,993.95 ON 12-31-19. TREASURERS REPORT ACCEPTED AS PRESENTED. JIM MADE A MOTION FOR A JANUARY DISBURSEMENT, CLERKS OFFICE HAD UPDATES INSTALLED ON ALL THREE OF THE COMPUTERS, DESK TOP, QVF, E-POLL BOOK FOR ELECTIONS. BOB SECONDED MOTION CARRIED BOB MADE A MOTION TO APPROVE JACK DEHORN’S APPLICATION FOR DOCK PERMIT ON VICTORY PARK PROPERTY. ALL PAPER WORK WAS SUBMITTED, ALONG WITH PROOF OF INSURANCE. JEROME SECONDED MOTION CARRIED JIM ANNOUNCED THE NEXT COURT DATE FOR THE RON SARTO BOATHOUSE THAT IS ON VICTORY PARK PROPERTY. THE DATE WILL BE JANUARY 22, 2020 @ 10:00 AM. JIM HAS THE BRINING CONTRACT FOR BRINING 2020, $30,453.93, WITH A PIGGY BACK. JEROME MADE A MOTION TO APPROVE THE BRINING CONTRACT. BOB SECONDED MOTION CARRIED JIM TALKED TO JERRY KASS & SETH EARLE ,MASON-LAKE SOIL CONSERVATIN DISTRICT , ABOUT PLANTING TREES, AND WILD FLOWERS AT VICTORY BALL FIELD. JUNK AUTHORITY HAS CLOSED 8 OF THE 17 CASES. IT’S A WORK IN PROGRESS, BUT IS GOING WELL. AS OF 12/31/19 THE MASON COUNTY RURAL FIRE AUTHORITY, WILL NO LONGER BILL THE TOWNSHIPS FOR WAGES. The December 7th township board meeting is cancelled due to Cocid-19 concerns. Please read the notice below.
Michigan law imposes on the Michigan Department of Health and Human Services (MDHHS) a duty to continually and diligently endeavor to “prevent disease, prolong life, and promote public health,” and gives the Department “general supervision of the interests of health and life of people of this state.” MCL 333.2221. MDHHS may “[e]xercise authority and promulgate rules to safeguard properly the public health; to prevent the spread of diseases and the existence of sources of contamination; and to implement and carry out the powers and duties vested by law in the department.” MCL 333.2226(d).

I will be mailing out the absentee voter ballots that I have received applications for on 9/21/20,please fill out and return to me via mail or I have a secure drop box on the south end of my back porch. Due to the large volume of ballots, please return them to me as soon as you can. Then I can get them processed into the Qualified Voter File System on the Bureau of elections’ website. SCOTTVILLE — The Mason County Road Commission has announced that seasonal weight and speed restrictions have been lifted as of March 30th 2020

Ditching of Fisher Rd. from Peterson Rd. west to township line (approx. 1 mile)
Ditching and gravel _Millerton Rd. west of US 31 (approx. 1/4 mile)
Victory Township will be looking into updating our web site in the upcoming future. We will be looking into possible new ADA(American Disability Act) requirements as well as updating pictures,cemetery ordinance,etc. Any thoughts or ideas on what anyone would like to see added are welcome.
