REGUALAR BOARD MEETING
MAY 4, 2020 (PROPOSED MINUTES)
MEETING WAS CALLED TO ORDER AT 6PM BY SUPERVISOR JIM MAZUR, BOARD MEMBERS PRESENT: CLERK BARBARA EGELER, TRUSTEE JEROME PAPES, TREASURER PATTI GEERS, TRUSTEE BOB KESLING. WE HAD TWO GUEST ATTEND. MINUTES WERE APPROVED AS PRESENTED. THERE WERE NO APRIL MINUTES, THAT MEETING WAS CANCELED. JEROME MADE A MOTION TO APPROVE THE ANNUAL FINANCIAL REPORT. BOB SECONDED MOTION CARRIED THERE WERE NO REPORTS FROM THE SHERIFF, MASON COUNTY COMMISSIONER, OR THE MASON COUNTY ROAD COMMISSION, DUE TO THE STATE STAY AT HOME ORDER. JEROME MADE A MOTION TO APPROVE PAYMENT OF BILLS FOR APRIL. BOB SECONDED MOTION CARRIED TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 3/31/20 WAS $232,328.18, RECEIPTS FOR APRIL WERE $6,438.57, INTEREST WAS $49.18, DISBURSEMENTS WERE $6,989.68. LEAVING A BALANCE OF $231,826.25 ON 4/30/20. CHECKING ACCOUNT BALANCE REMAINS AT $300.00 ON 4/30/20. PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 4/30/20. PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $231,546.09 ON 4/30/20. HALL RESERVATION FUND BALANCE ON 3/31/20 WAS $1,118.91, THERE WERE NO RECEIPTS OR DISBURSEMENTS, INTEREST WAS .05 CENTS. LEAVING A BALANCE OF $1,118.96 ON 4/30/20. TAX ACCOUNT BALANCE REMAINS AT .00 ON 4/30/20. TREASURERS REPORT ACCEPTED AS PRESENTED. CLERK REPORTED THAT DOCK PERMITS FOR CHUCK STOUT, LUCIUS BECK AND WINN WOLF NEEDED APPROVAL. JIM MADE A MOTION TO APPROVE DOCK PERMITS FOR THE ABOVE MENTIONED STOUT, BECK, AND WOLF. JEROME SECONDED MOTION CARRIED JIM REPORTED THAT HE INSTALLED THE DOCK AT VICTORY PARK. HE HAD TO FIX THE WATER FIXTURES AT NORTH VICTORY CEMETERY IN THE PIT. NIEL JANSEN ATTORNEY FOR THE TOWNSHIP, MET (VIA ZOOM CONFERENCE) WITH JUDGE SNIEGOWSKI AND SARTO’S LAWYER CARLOS ALVARADO. THIS WAS TO DISCUSS THE BOATHOUSE ON VICTORY TOWNSHIP PROPERTY, AND, HER FINDINGS FROM THE COURT HEARING THAT WAS HELD ON JANUARY 17, 2020. ATTORNEY ALVARADO OFFERED THAT THEY (SARTO) WOULD ACCEPT THE CARTIER SURVEY (DEED), BUT, NOT TO INCLUDE THE SARTO PROPERTY ALL THE WAY TO THE WESTERN LAKE SHORE. BOB MADE A MOTION THAT THE TOWNSHIP WILL NOT ACCEPT THIS OFFER. ROLL CALL VOTE: YEAS: BARBARA, PATTI, JIM, BOB , JEROME NAYS: NONE MOTION CARRIED NOT TO ACCEPT THE SARTO OFFER JIM TALKED TO THE ROAD COMMISSION ABOUT WHEN THE TOWNSHIP WOULD GET THE FIRST BRINE, WE ARE NOT SCHEDULED UNTIL FIRST PART OF JULY. JIM ASKED FOR AN EARLIER DATE. WE HAD TO ASK FOR AN EXTRA BRINE, JIM SAID UNLESS WE CAN BE GUARANTEED THAT THE BRINE WILL HAPPEN BEFORE MEMORIAL WEEKEND, WE DID NOT WANT THE EXTRA ONE. HE WAS TOLD IT WOULD BE SCHEDULED BETWEEN MAY 20-21, 2020. JEROME MADE A MOTION THAT WE HAVE THE EXTRA BRINE AT A COST OF APPROXIMATELY $20,000.00. BOB SECONDED MOTION CARRIED

The December 7th township board meeting is cancelled due to Cocid-19 concerns. Please read the notice below.
Michigan law imposes on the Michigan Department of Health and Human Services (MDHHS) a duty to continually and diligently endeavor to “prevent disease, prolong life, and promote public health,” and gives the Department “general supervision of the interests of health and life of people of this state.” MCL 333.2221. MDHHS may “[e]xercise authority and promulgate rules to safeguard properly the public health; to prevent the spread of diseases and the existence of sources of contamination; and to implement and carry out the powers and duties vested by law in the department.” MCL 333.2226(d).
Face mask requirement at gatherings.
I will be mailing out the absentee voter ballots that I have received applications for on 9/21/20,please fill out and return to me via mail or I have a secure drop box on the south end of my back porch. Due to the large volume of ballots, please return them to me as soon as you can. Then I can get them processed into the Qualified Voter File System on the Bureau of elections’ website. SCOTTVILLE — The Mason County Road Commission has announced that seasonal weight and speed restrictions have been lifted as of March 30th 2020

Ditching of Fisher Rd. from Peterson Rd. west to township line (approx. 1 mile)
Ditching and gravel _Millerton Rd. west of US 31 (approx. 1/4 mile)
Victory Township will be looking into updating our web site in the upcoming future. We will be looking into possible new ADA(American Disability Act) requirements as well as updating pictures,cemetery ordinance,etc. Any thoughts or ideas on what anyone would like to see added are welcome. The Board of Review will hear appeals on March 12th 9am – noon and 1pm-4pm. & March 14th 2pm-5pm and 6pm-9pm
