|REGULAR BOARD MEETING
SEPTEMBER 9, 2019
MEETING WAS CALLED TO ORDER AT 6 PM BY SUPERVISOR JIM MAZUR. BOARD MEMBERS PRESENT WERE CLERK BARBARA EGELER, TRUSTEE JEROME PAPES, TRUSTEE BOB KESLING, TREASURER PATTI GEERS. WE HAD SEVEN GUEST ATTEND.
MINUTES WERE APPROVED AS PRESENTED.
SHERIFF’S REPORT WAS GIVEN BY SHERIFF KIM COLE.. JIM ASKED COUNTY COMMISSIONER JANET ANDERSEN TO EXPLAIN WHY THE COUNTY BOARD OF COMMISSIONERS TURNED DOWN THE REQUEST OF WEST SHORE COLLEGE, TO COST SHARE FOR A MASON COUNTY SHERIFF’S OFFICER TO BE AT THE COLLEGE. THE REQUEST FROM THE COLLEGE WAS DURING THE SCHOOL YEAR, SEPTEMBER THRU MAY THE COLLEGE WOULD PAY FOR THE OFFICER, AND THE OTHER THREE MONTHS DURING THE SUMMER THE OFFICER WOULD BE IN THE SHERIFF’S OFFICE. JANET EXPLAINED THAT THERE WERE MANY REASONS FOR THE BOARDS DECISION, IT WASN’T NECESSARILY MONEY, BUT A POLICY DECISION. SHE ALSO STATED THAT BECAUSE THERE WASN’T AN OFFICER AT THE COURTHOUSE IT WOULDN’T BE RIGHT TO HAVE AN OFFICER AT THE COLLEGE.THERE WAS MUCH DISCUSSION WITH THE BOARD, KIM COLE, AND THOSE THAT WERE PRESENT.
BOB MADE A MOTION TO APPROVE PAYMENT OF BILLS FOR AUGUST, AND ALSO APPROVE PAYMENT TO MIKA MEYERS ATTORNEYS FOR THE TOWNSHIP WORKING ON THE VICTORY PARK BOATHOUSE THAT WAS BUIILT ON VICTORY PARK PROPERTY, THIS BILLING WAS COVERING THE MONTH OF JULY FOR $5,841.79. JEROME SECONDED
TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 7-31-19 WAS $319,729.19, RECEIPTS FOR AUGUST WERE $1,235.00, INTEREST WAS $214.72, DISBURSEMENTS WERE $7,301.76. LEAVING A BALANCE OF $313,877.15 ON 8-31-19.
CHECKING ACCOUNT BALANCE REMAINS AT $300.00 ON 8-31-19.
PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 8-31-19.
PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $127,851.91 ON 8-31-19.
HALL RESERVATION FUND BALANCE ON 7-31-19 WAS $1,118.37, THERE WERE NO RECEIPTS, AND NO DISBURSEMENTS REPORTED IN AUGUST, INTERST WAS .07 CENTS. LEAVING A BALANCE OF $1,118.44 ON 8-31-19.
TAX SAVINGS ACCOUNT BALANCE ON 7-31-19 WAS $100,128.45, RECEIPTS FOR AUGUST WERE $88,833.49, DISBURSEMENTS WERE $118,127.97, INTEREST WAS $50.13. LEAVING A BALANCE OF $70,884.10 ON 8-31-19.
TREASURERS REPORT ACCEPTED AS PRESENTED.
JIM GAVE AN UPDATE ON ROAD PROJECTS.
JIM SAID THE JUNK AUTHORITY IS GOING TO HAVE A TIRE RECYCLE DAY FOR ALL TOWNSHIPS IN THE JUNK AUTHORITY. THIS WILL TAKE PLACE AT THE ROAD COMMISSION, ON SEPTEMBER 28, 2019 AT 9AM TO 12 NOON. THE FIRST FOUR TIRES WILL BE FREE THEN A CHARGE OF $2.00 FOR ADDITIONAL TIRES.
MIKE INGESON MASON COUNTY ROAD COMMISSIONER GAVE A REPORT ON WHAT IS GOING ON AT THE ROAD COMMISSION, AND THERE ARE A LOT OF GREAT NEW IDEAS. NEW EQUIPMENT THAT MAKES THEIR JOB MORE EFFICIENT, AND THEY ARE ABLE TO DO A LOT OF PROJECTS THAT THEY USE TO HAVE TO HIRE OUT, THAT THEY ARE DOING ON SITE. ALSO, THEY ARE WORKING ON DEVELOPING A WEBSITE, THAT THE PUBLIC CAN GO ON AND SEE FOR THEMSELVES WHAT JOBS ARE ON SCHEDULE. ALSO, THEY ARE WORKING ON SOFTWARE THAT THE PLOW TRUCKS OR TRUCKS THAT ARE DOING THE BRINE APPLICATIONS, CAN BE SEEN WHERE THEY ARE AT, AND WHAT ROADS HAVE BEEN DONE.
COUNTY COMMISSIONER JANET ANDERSEN GAVE HER COUNTY REPORT.

I will be mailing out the absentee voter ballots that I have received applications for on 9/21/20,please fill out and return to me via mail or I have a secure drop box on the south end of my back porch. Due to the large volume of ballots, please return them to me as soon as you can. Then I can get them processed into the Qualified Voter File System on the Bureau of elections’ website. DUE TO LIMITED VOLUNTEER HELP AND SAFETY CONCERNS THE TENTATIVELY SCHEDULED VICTORY TOWNSHIP SEPTEMBER FALL CLEAN UP IS CANCELLED UNTIL SPRING 2021.
Due to covid-19 concerns the annual picnic and meeting at Victory Park is cancelled. The regular board meeting will be held at Victory Town hall August 3rd @ 6 pm. Face covering is required.

The water is turned on at both the North & South Victory cemeteries 5/2/2020. The vetern flags will be placed this week 5/3/2020
The dock at the launch site was installed Friday morning 5/1/2020.
Victory Township May 16th 2020 spring clean up has been cancelled and tentatively rescheduled for A fall clean up Sat, Sept. 19th.
SCOTTVILLE — The Mason County Road Commission has announced that seasonal weight and speed restrictions have been lifted as of March 30th 2020
Road projects for 2020;
Ditching of Fisher Rd. from Peterson Rd. west to township line (approx. 1 mile)
Ditching and gravel _Millerton Rd. west of US 31 (approx. 1/4 mile)
Victory Township will be looking into updating our web site in the upcoming future. We will be looking into possible new ADA(American Disability Act) requirements as well as updating pictures,cemetery ordinance,etc. Any thoughts or ideas on what anyone would like to see added are welcome.
