REGULAR BOARD MEETING
NOVEMBER 5, 2018 (PROPOSED MINUTES)
MEETING WAS CALLED TO ORDER AT 6 PM BY SUPERVISOR JIM MAZUR. BOARD MEMBERS PRESENT WERE CLERK BARBARA EGELER, TRUSTEE BOB KESLING, TRUST JEROME PAPES, TREASURER PATTI GEERS. WE HAD 18 GUEST ATTEND. MINUTES WERE APPROVED AS PRESENTED. JEROME MADE A MOTION TO APPROVE PAYMENT OF BILLS, AND ADDED A BILL FOR QUALITY SERVICE CENTER FOR $45.00, TO BE PAID A.S.A.P. AS THEY ARE GOING OUT OF BUSINESS. BOB SECONDED MOTION CARRIED TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 9-30-18 WAS $130,827.05, RECEIPTS WERE $128,079.12, DISBURSEMENTS WERE $7,599.54. LEAVING A BALANCE OF $251,306.63 ON 10-31-18. PETTY CASH AND CHECKING ACCOUNT BALANCES REMAIN AT $100.00 AND $200.00 ON 10-31-18. PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 10-31-18. PUBLIC IMPROVEMENT FUND BALANCE ON 9-30-18 WAS $126,662.80, CDS FROM FIFTH THIRD BANK MATURED, AND THE TREASURER MOVED BOTH CD PRINCIPAL ($126,662.80) AND, INTEREST ($1,189.11) = $127,851.91, INTO THE GEN FUND, UNTIL REINVESTED. BALANCE ON 10-31-18 IS .00. HALL RESERVATION FUND BALANCE ON 9-30-18 WAS $1,117.60, THERE WAS NO RECEIPTS, NO DISBURSEMENTS, INTEREST WAS .07 CENTS. LEAVING A BALANCE ON 10-31-18 OF $1,117.67. TAX SAVINGS ACCOUNT BALANCE ON 9-30-18 WAS $63,359.54, RECEIPTS FOR OCTOBER WERE $6,075.69, DISBURSEMENTS WERE $58,674.16. LEAVING A BALANCE OF $10,761.07 ON 10-31-18. TREASURERS REPORT ACCEPTED AS PRESENTED. PATTI MADE A MOTION TO HAVE VICTORY TOWNSHIP ADD MICHIGAN COOPERATIVE LIQUID ASSETS SECURITIES SYSTEM (MICHIGAN CLASS) TO OUR INVESTMENT POLICY. JIM SECONDED MOTION CARRIED PATTI MADE AMOTION TO ADOPT THE STATE MANDATED RESOLUTIONS: TO CHARGE A 3% PENALTY ON ALL PAYMENTS RECEIVED BETWEEN FEBRUARY 15TH THRU FEBRUARY 28TH. AND, CHARGE A 1% ADMINISTRATION FEE ON TAX BILLS. AND, TO NOT CHARGE A 1% ON SUMMER DEFERRED TAXES AFTER FEBRUARY 14TH. BOB SECONDED MOTION CARRIED WAYNE ANDERSEN REPORTED FROM THE HAMLIN LAKE PRESERVATION SOCIETY. MEMBERS VOTED ON SHARING THE COST OF $4,000.00 ON THE NEW DOCK AT VICTORY PARK . AND, SOME MEMBERS GAVE SOME OTHER THOUGHTS THAT SHOULD ALSO BE DONE TO THE DOCK. SUCH AS BUMPERS ON THE DOCK, AND CLEATS FOR TYING UP TO. ANOTHER SUGGESTION WAS A PLAQUE STATING THAT HAMLIN LAKE PRESERVATION SOCIETY AND VICTORY TOWNSHIP WERE PAYING FOR THE NEW DOCK. JEROME MADE A MOTION THAT WE DO THE BUMPERS, CLEATS, AND PLAQUE. BOB SECONDED MOTION CARRIED JIM TALKED TO TODD SIEGERT ABOUT THE LOGGING OF VICTORY TOWNSHIP PROPERTY, AND, TODD HAS OFFERED TO DO ARRANGE THE LOGGING WITH NO EXTRA FEES. MICHI TREES COST WAS 15%. JIM MADE A MOTION TO OPPOSE THE ADOPTION OF SENATE BILL 396. BOB SECONDED MOTION CARRIED ATTORNEY FOR THE CITY OF LUDINGTON,RICHARD WILSON, CAME TO SPEAK ABOUT A CITY OF LUDINGTON WATER SYSTEM FRANCHISE . THIS IS A FRANCHISE ORDINANCE FOR RUNNING WATER PIPES THROUGH THE TOWNSHIP RIGHT OF WAY TO WEST SHORE COLLEGE. DON DEVRIES PROJECT MANAGER WITH FLEIS & VANDENBRINK ENGINEERING, IS HERE ALSO TO TALK ABOUT THE PROJECT. SHERIFF’S REPORT WAS GIVEN BY SHERIFF KIM COLE. WAYNE ANDERSEN ALSO REPORTED THAT HE HAS BEEN WORKING ALONG WITH THE DNR , THEY ARE PLANNING ON DOING A FISH SURVEY ON HAMLIN LAKE IN 2019. COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT. MOTION TO ADJOURN AT 6:50PM.

The December 7th township board meeting is cancelled due to Cocid-19 concerns. Please read the notice below.
Michigan law imposes on the Michigan Department of Health and Human Services (MDHHS) a duty to continually and diligently endeavor to “prevent disease, prolong life, and promote public health,” and gives the Department “general supervision of the interests of health and life of people of this state.” MCL 333.2221. MDHHS may “[e]xercise authority and promulgate rules to safeguard properly the public health; to prevent the spread of diseases and the existence of sources of contamination; and to implement and carry out the powers and duties vested by law in the department.” MCL 333.2226(d).

I will be mailing out the absentee voter ballots that I have received applications for on 9/21/20,please fill out and return to me via mail or I have a secure drop box on the south end of my back porch. Due to the large volume of ballots, please return them to me as soon as you can. Then I can get them processed into the Qualified Voter File System on the Bureau of elections’ website. SCOTTVILLE — The Mason County Road Commission has announced that seasonal weight and speed restrictions have been lifted as of March 30th 2020

Ditching of Fisher Rd. from Peterson Rd. west to township line (approx. 1 mile)
Ditching and gravel _Millerton Rd. west of US 31 (approx. 1/4 mile)
Victory Township will be looking into updating our web site in the upcoming future. We will be looking into possible new ADA(American Disability Act) requirements as well as updating pictures,cemetery ordinance,etc. Any thoughts or ideas on what anyone would like to see added are welcome.
