REGULAR BOARD MEETING

MEETING WAS CALLED TO ORDER AT 6PM BY SUPERVISOR JIM MAZUR, BOARD MEMBERS PRESENT WERE CLERK BARB EGELER, TRUSTEE JEROME PAPES, TREASURER PATTI GEERS. TRUSTEE BOB KESLING WAS ABSENT, WE HAD SEVEN GUEST ATTEND. MINUTES WERE APPROVED AS PRESENTED. SHERIFFS REPORT WAS GIVEN BY SHERIFF KIM COLE. JEROME MADE A MOTION TO APPROVE PAYMENT OF BILLS, JIM SECONDED. MOTION CARRIED TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 1-31-17 WAS $63,907.30, RECEIPTS FOR FEBRUARY WERE $136.08, DISBURSEMENTS WERE $4,749.22. LEAVING A BALANCE ON 2-28-17 OF $59,294.16. PETTY CASH AND CHECKING ACCOUNT BALANCES REMAIN AT $100.00 AND $200.00 ON 2-28-17. PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 2-28-17. PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $210,055.83 ON 2-28-17. HALL RESERVATION FUND BALANCE ON 1-31-17 WAS $1,116.53, THERE WAS NO RECEIPTS AND NO DISBURSEMENTS FOR FEBRUARY, INTEREST WAS .05 CENTS LEAVING A BALANCE ON 2-28-17 OF $1,116.58. TAX SAVINGS ACCOUNT BALANCE ON 1-31-17 WAS $67,545.65, RECEIPTS FOR FEBRUARY WERE $405,718.01, DISBURSEMENTS WERE $325,720.30, THERE WAS NO INTEREST REPORTED AT THIS TIME. LEAVING A BALANCE ON 2-28-17 OF $147,543.36. TREASURERS REPORT ACCEPTED AS PRESENTED. CLERK BARB EGELER TALKED ABOUT THE BUREAU OF ELECTIONS IS GOING TO REPLACE ALL THE ELECTION EQUIPMENT, EACH COUNTY HAS THREE VENDORS TO CHOOSE FROM, MASON COUNTY IS GOING TO GO WITH ES & S. THE SAME COMPANY WE WENT WITH BEFORE. IN ORDER TO GET THE NEW EQUIPMENT EACH TOWNSHIP HAS TO PASS A RESOLUTION STATING THEY WISH TO APPLY TO THE SECRETARY OF STATE FOR A GRANT TO PURCHASE THE NEW VOTING SYSTEM, WHICH INCLUDES ONE PRECINCT TABULATOR (DS-200), AND A ACCESSIBLE VOTING DEVICE FOR USE BY INDIVIDUALS WITH DISABILITIES (ADA-EXPRESS VOTE) AND, RELATED ELECTION MANAGEMENT SYSTEMS (EMS) SOFTWARE. JIM MAZUR MADE A RESOLUTION THAT THE VICTORY TOWNSHIP CLERK BE AUTHORIZED TO SUBMIT THIS GRANT APPLICATION ON BEHALF OF VICTORY TOWNSHIP, MASON COUNTY, THIS 6TH DAY OF MARCH, 2017. JEROME PAPES SECONDED ROLL CALL VOTE: YEAS: BARB, PATTI, JEROME, JIM NAYS: NONE SUPERVISOR DECLARED THE RESOLUTION ADOPTED. JIM TALKED TO SUPERVISOR FROM AMBER TOWNSHIP JIM GALLIE ABOUT ROAD PROJECTS. AMBER IS GOING TO PAVE N. VICTORY CORNER ROAD FROM HANSEN TO THEIR TOWNSHIP LINE, WHICH IS DECKER ROAD. JIM GALLIE TOLD JIM MAZUR THAT C&D HUGHS EXCAVATING IS DOING WORK ON HANSON ROAD, AND IS OFFERING ASPHALT FOR $53.58 A TON FROM THEIR SUBCONTRACTOR(REITH REILLY) INSTEAD OF THE NORMAL ORIGINAL QUOTED ESTIMATE OF $85.00 A TON FROM THE ROAD COMMISSION. HE SUGGESTED TO JIM THAT WE MAY WANT TO COORDINATE THE PAVING OF VICTORY CORNER ROAD WITH AMBER TOWNSHIP AND TO DO PART OF OUR N. VICTORY CORNER AT THE SAME TIME, AND THE SAME SAVINGS WOULD BE PASSED ON TO US. JIM GOT PRICING FOR N. VICTORY CORNER ROAD FROM DECKER TO FISHER AND CONTINUING NORTH TO SOUTH LINCOLN RIVER BRIDGE, APPROXIMATELY 3/4 MILE. TOTAL FOR ROAD PROJECT $87,252.00. THIS INCLUDES OUR 60% COST SHARE WITH THE ROAD COMMISSION, AND WE ARE SAVING AT LEAST $40,000.00 FROM THE ORIGINAL ESTIMATE. JEROME MADE A MOTION TO APPROVE BOTH ROAD PROJECTS. PATTI SECONDED ROLL CALL VOTE: YEAS: BARB, JIM, JEROME, PATTI NAYS: NONE MOTION CARRIED JEROME MADE A MOTION TO GO WITH THE BRINE CONTRACT W/PIGGY BACK AT A COST OF $35,763.00. JIM SECONDED MOTION CARRIED COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT. THE COUNTY MOVED MICHIGAN STATE UNIVERSITY EXT. OFFICE FROM SCOTTVILLE TO WEST SHORE COLLEGE.
