MEETING WAS CALLED TO ORDER AT 6PM BY SUPERVISOR JIM MAZUR, BOARD MEMBERS PRESENT WERE CLERK BARB EGELER, TREASURER PATTI GEERS, TRUSTEE JEROME PAPES, AND TRUSTEE BOB KESLING. WE HAD SIX GUEST ATTEND.
MINUTES WERE APPROVED AS PRESENTED.
SHERIFF KIM COLE HERE TO GIVE THE SHERIFF’S REPORT.
BOB MADE A MOTION TO APPROVE PAYMENT OF BILLS. JEROME SECONDED
TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 12-31-16 WAS $67,766.33. RECEIPTS FOR JANUARY WERE $614.36, DISBURSEMENTS WERE $4,473.35. LEAVING A BALANCE ON 1-31-17 OF $63,907.34.
PETTY CASH AND CHECKING ACCOUNT BALANCE REMAINS AT $100.00 AND $200.00 ON 1-31-17.
PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 1-$31-17.
PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $210,055.83 ON 1-31-17.
HALL RESERVATION FUND BALANCE ON 12-31-16 WAS $1,116.48. RECEIPTS FOR JANUARY WERE $100.00, DISBURSEMENTS WERE $100.00, INTEREST WAS .05 CENTS. LEAVING A BALANCE OF $1,116.53 ON 1-31-17.
TAX SAVINGS ACCOUNT BALANCE ON 12-31-16 WAS $112,324.74, RECEIPTS FOR JANUARY WERE $315,503.17, DISBURSEMENTS WERE $360,282.26, NO INTEREST WAS REPORTED AT THIS TIME. LEAVING A BALANCE OF $67,545.65 ON 1-31-17.

JEROME MADE A MOTION FOR THE TOWNSHIP TO DONATE THE REQUESTED AMOUNT OF $500.00 TO THE ANNUAL HOUSEHOLD HAZARDOUS WASTE COLLECTION. BOB SECONDED

BOB MADE A MOTION FOR VICTORY TOWNSHIP TO GET IN LINE WITH THE ROAD COMMISSION FOR A PIGGY BACK BRINE FOR 2017. JEROME SECONDED
BOB MADE A MOTION FOR THE TOWNSHIP TO ADOPT OUR ORV ORDINANCE, AND DO AWAY WITH THE SUNSET CLAUSE, AS EVERYTHING SEEMS TO BE RUNNING SMOOTHLY. JEROME SECONDED
JIM MADE A MOTION TO HAVE A SPECIAL MEETING TO ADOPT THE BUDGET, IN PLACE OF AN ANNUAL MEETING. PATTI SECONDED

ALL MEETINGS TO BE HELD AT THE TOWNHALL AT 6:00PM, EXCEPT AUGUST MEETING WILL BE HELD AT VICTORY PARK. PICNIC TO BE HELD ONE HOUR PRIOR TO REGULAR MEETING TIME OF 6:00PM. IN CASE OF RAIN MEETING WILL BE AT THE HALL.
JIM TALKED ABOUT OUR SALARIES, STUDY FROM MICHIGAN TOWNSHIP ASSOCIATION SHOWS THAT OUR TOWNSHIP IS IN THE LOWEST OF RANGES, 25TH PERCENTILE. SUPERVISOR, CLERK, AND TREASURER HAVE NOT TAKEN A WAGE INCREASE IN THREE YEARS. JIM TALKED ABOUT HOW OUR WORK LOAD HAS INCREASED OVER THE YEARS. SUPERVISOR, CLERK AND TREASURER ALL GAVE THEIR REQUEST FOR SALARIE INCREASES. BOTH TRUSTEES SAID THEY DID NOT NEED A WAGE INCREASE.

Victory Township will be looking into updating our web site in the upcoming future. We will be looking into possible new ADA(American Disability Act) requirements as well as updating pictures,cemetery ordinance,etc. Any thoughts or ideas on what anyone would like to see added are welcome. Suzanne S. of Sunset Bluff Resort organized a meeting about nuisance lake vegetation affecting Upper Hamlin Lake. Two biologist from The Little River Band of Ottawa Indians (Allison Smart and Josh Beaulaurier ) were asked to attend . After much discussion Brian Zimmerman(property owner in Hamlin Shoals) suggested a boating channel marked by buoys be established from Hamlin Shoals to the Meyer Road line. The idea is to have concentrated boater traffic through that channel to keep the vegetation in check.
After the meeting Wayne Andersen contacted MDEQ,MDNR,&Mason County Sheriff Marine patrol regarding the proposal. All agencies feel this is a viable solution to establish a navigable boater route. Brian Zimmerman(property owner in Hamlin Shoals)agreed to plot the coordinates of the channel by GPS the weekend of Oct.5-7th.Feel free to provide input to this preliminary proposal.

All meeting are open to public .Please note that no hearings will be held at the Organizational meeting.
The Board of Review will hear appeals on March 19th and March 20st 2018.
