REGULAR BOARD MEETING
MARCH 4, 2013
MEETING WAS CALLED TO ORDER AT 7PM BY SUPERVISOR JIM MAZUR, ALL BOARD MEMBERS WERE PRESENT, EGELER,KESLING, GEERS AND PAPES. WE HAD TEN GUEST ATTEND.
MINUTES WERE APPROVED AS PRESENTED.
JEROME MADE A MOTION TO APPROVE PAYMENT OF BILLS, BOB SECONDED. MOTION CARRIED.
TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 1-31-13 WAS $217,579.70. TOTAL RECEIPTS FOR
FEBRUARY WERE $17,503.59, DISBURSEMENTS WERE $5,886.66. LEAVING A BALANCE ON 2-28-13 OF $229,196.63.
PETTY CASH AND CHECKING REMAIN THE SAME $100.00 AND $200.00 ON 2-28-13. PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 2-28-13.PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $246,267.78 ON 2-28-13.
VICTORY TOWNSHIP HALL RESERVATION FUND ON 1-31-13 WAS $1114.21, THERE WAS NO DEPOSITS AND NO DISBURSEMENTS
FOR FEBRUARY. INTEREST WAS FOUR CENTS, LEAVING A BALANCE OF $1114.25 ON 2-28-13.VICTORY TAX SAVINGS ACCOUNT BALANCE ON 1-31-13 WAS $81,800.28. TOTAL DEPOSITS FOR FEBRUARY WERE $398,146.23, TOTAL DISBURSEMENTS WERE $105,222.27. THERE WAS NO INTEREST POSTED AT THIS TIME. LEAVING A BALANCE OF $374,724.24 ON 2-28-13.
TREASURERS REPORT ACCEPTED AS PRESENTED.
CLERK NOTED THAT THE TREASURER WOULD NOT BE ABLE TO MAKE THE DATE OF THE BUDGET PREP MEETING, SO
ASKED THE REST OF THE BOARD IF WE COULD MEET ON THE 20TH INSTEAD OF THE 21ST. EVERYONE IS IN AGREEMENT, SO THE
BUDGET PREP MEETING WILL BE ON THE 20TH OF MARCH. JIM REPORTED THAT HE HAS TALKED TO GARY DITTMER ABOUT ROAD PROJECTS, GARY SAID TWO BRINE APPLICATIONS, AND HE WILL GET BACK TO JIM ON OTHER SUGGESTIONS, JIM TOLD HIM HE WOULD LIKE THE EROSION ON DENNIS ROAD LOOKED AT.
JIM HAD TALKED TO HAROLD MORSE OUR SEXTON, HAROLD HAS ASKED FOR A RAISE ON GRAVE OPENINGS. JEROME MADE A MOTION TO RAISE THE CHARGE OF A FULL BURIAL TO $300.00 FROM $250.00 EFFECTIVE 4-1-13. BOB SECONDED MOTION CARRIED
JIM HAS CHECKED INTO A TIRE CLEANUP GRANT FOR $3000.00, JIM TALKED TO THE SOLID WASTE MANAGER WITH
BENZIE COUNTY SOLID WASTE MANAGEMENT THEY DID IT LAST YEAR. AND, THIS IS A AVAILABLE ONLY ONCE.
MASON LAKE CONSERVATION HAS REQUESTED THAT THEY BE ABLE TO HARVEST BEACH GRASS FROM SOME VICTORY
TOWNSHIP PROPERTY. THEY WANT TO SEND IT TO HURRICANE RAVAGED AREAS TO REPLACE THEIR BEACH GRASS.
JEROME MADE A MOTION TO ALLOW THE HARVESTING OF BEACH GRASS FROM TOWNSHIP PROPERTY. BOB SECONDED
COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT TO THE BOARD.
SHERIFF KIM COLE GAVE THE SHERIFFS REPORT TO THE BOARD. KIM TALKED ABOUT THE “STOP” PROGRAM, AND
TALKED ABOUT THE CONDITION OF THE JAIL.
WAYNE ANDERSEN SUGGESTED HAVING THE MASON LAKE CONSERVATION SIGN A WAIVER BEFORE HARVESTING THE
BEACH GRASS. ALSO, STATED THAT GRANT TOWNSHIP HAD PASSED A RESOLUTION ON THE MUTE SWANS.

Victory Township will be looking into updating our web site in the upcoming future. We will be looking into possible new ADA(American Disability Act) requirements as well as updating pictures,cemetery ordinance,etc. Any thoughts or ideas on what anyone would like to see added are welcome. Contact me for your thoughts.

Suzanne S. of Sunset Bluff Resort organized a meeting about nuisance lake vegetation affecting Upper Hamlin Lake. Two biologist from The Little River Band of Ottawa Indians (Allison Smart and Josh Beaulaurier ) were asked to attend . After much discussion Brian Zimmerman(property owner in Hamlin Shoals) suggested a boating channel marked by buoys be established from Hamlin Shoals to the Meyer Road line. The idea is to have concentrated boater traffic through that channel to keep the vegetation in check.
After the meeting Wayne Andersen contacted MDEQ,MDNR,&Mason County Sheriff Marine patrol regarding the proposal. All agencies feel this is a viable solution to establish a navigable boater route. Brian Zimmerman(property owner in Hamlin Shoals)agreed to plot the coordinates of the channel by GPS the weekend of Oct.5-7th.Feel free to provide input to this preliminary proposal.

All meeting are open to public .Please note that no hearings will be held at the Organizational meeting.
The Board of Review will hear appeals on March 19th and March 20st 2018.
