MEETING WAS CALLED TO ORDER AT 7PM BY SUPERVISOR JIM MAZUR. BOARD MEMBERS PRESENT: BOB KESLING, BARB EGELER, JEROME PAPES AND PATTI GEERS. WE HAD TEN GUEST ATTEND.
MINUTES FROM SEPTEMBER WERE APPROVED AS PRESENTED.
THERE WAS NO SHERIFF’S REPORT.
JEROME MADE A MOTION TO APPROVE PAYMENT OF BILLS IN THE AMOUNT OF $10,386.43. BOB SECONDED
TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 8-31-12 WAS $216,857.39. RECEIPTS FOR SEPTEMBER WERE $17,473.12. DISBURSEMENTS WERE $10,386.43. LEAVING A
BALANCE ON 9-30-12 OF $223,944.08.
PETTY CASH AND CHECKING ACCOUNT BALANCES REMAIN THE SAME ($100.00 & $200.00) ON 9-30-12.
PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 9-30-12.
PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $245,630.18 ON 9-30-12.
VICTORY TOWNSHIP HALL RESERVATION FUND BALANCE ON 8-31-12 WAS $1113.76, RECEIPTS FOR SEPTEMBER WERE $30.00,
DISBURSEMENTS WERE $30.00, INTEREST WAS .23 CENTS. LEAVING A BALANCE ON 9-30-12 OF $1113.99.
VICTORY TAX SAVINGS ACCOUNT BALANCE ON 8-31-12 WAS $24,432.35. TOTAL DEPOSITS FOR SEPTEMBER WERE $255,792.51,
TOTAL DISBURSEMENTS WERE $126,263.44. THERE WAS NO INTEREST, AND THE BALANCE ON 9-30-12 WAS $153,961.42.
TREASURERS REPORT ACCEPTED AS PRESENTED.
CLERK REPORTED THAT ELECTION IS GOING TO BE A VERY BUSY ONE, THE SAME ELECTION WORKERS FROM PRIMARY WILL WORK THE GENERAL.
OCTOBER 15TH THE ONE YEAR SUNSET CLAUSE FOR THE ORV ORDINANCE WILL BE UP. KIM COLE FROM MASON COUNTY
SHERIFF’S OFFICE WAS THERE, HE WAS ASKED HIS OPINION ON HOW THE ORV ORDINANCE WAS WORKING IN VICTORY. HE SAID
HE THOUGHT IT WAS WORKING OUT.
JEROME MADE A MOTION TO CARRY THE ORV ORDINANCE FOR ANOTHER YEAR. BOB SECONDED MOTION CARRIED
SUPERVISOR REPORTED THAT HE ATTENDED ANOTHER MUTE SWAN MEETING. THERE WILL BE ANOTHER PUBLIC
MEETING AT VICTORY TOWN HALL ON 12-12-12 AT 7PM. RESIDENTS WHO CANNOT ATTEND MAY SUBMIT COMMENTS OR CONCERNS TO THE SUPERVISOR IN WRITING.
JIM ALSO ATTENDED A MEETING ON BLUE ALGAE.
JIM RECEIVED AN ESTIMATE FROM SCOTT CIVIL ENGINEERING ON PARK PROJECT FOR VICTORY PARK. APPROXIMATELY
$54,500.00. THIS INCLUDES A 10% CONTINGENCY.
JIM HAS A NEW FORM FROM OUR INSURANCE CARRIER FOR RESIDENTS WHO WANT TO BE PUT ON THE WOOD CUTTING
JIM TALKED TO GARY DITTMER ABOUT ROADS, MEYERS ROAD IS DONE. THEY TALKED ABOUT STILES ROAD.
THANKED FRED BATES FOR MOWING THE BALL FIELD AT VICTORY PARK. FRED BRUSH MOWED THE FIELD.
TALKED TO JIM DAVIS ABOUT THE WAINS COATING FOR THE HALL. JIM NEEDS US TO CHOOSE A COLOR. NATURAL OAK.
REVISED PARK ORDINANCE EFFECTIVE OCTOBER 7, 2012. NO HUNTING ON PARK PROPERTY.
KIM COLE IS HERE TO LET RESIDENTS KNOW WHO HE IS. AND, THAT HE IS RUNNING FOR SHERIFF.
WAYNE ANDERSEN TOLD THE BOARD THAT DAVE DISTER IS DEVELOPING A VEGETATION LIST AT VICTORY PARK, AND IT WILL BE AVAILABLE FOR THE TOWNSHIP RESIDENTS.
TOM JOHNSON TOLD THE BOARD THAT THERE WILL BE A FISHING TOURNAMENT AT VICTORY PARK ON FEB. 3, 2013.

Victory Township will be looking into updating our web site in the upcoming future. We will be looking into possible new ADA(American Disability Act) requirements as well as updating pictures,cemetery ordinance,etc. Any thoughts or ideas on what anyone would like to see added are welcome. Contact me for your thoughts.

Suzanne S. of Sunset Bluff Resort organized a meeting about nuisance lake vegetation affecting Upper Hamlin Lake. Two biologist from The Little River Band of Ottawa Indians (Allison Smart and Josh Beaulaurier ) were asked to attend . After much discussion Brian Zimmerman(property owner in Hamlin Shoals) suggested a boating channel marked by buoys be established from Hamlin Shoals to the Meyer Road line. The idea is to have concentrated boater traffic through that channel to keep the vegetation in check.
After the meeting Wayne Andersen contacted MDEQ,MDNR,&Mason County Sheriff Marine patrol regarding the proposal. All agencies feel this is a viable solution to establish a navigable boater route. Brian Zimmerman(property owner in Hamlin Shoals)agreed to plot the coordinates of the channel by GPS the weekend of Oct.5-7th.Feel free to provide input to this preliminary proposal.

All meeting are open to public .Please note that no hearings will be held at the Organizational meeting.
The Board of Review will hear appeals on March 19th and March 20st 2018.
