MEETING WAS CALLED TO ORDER BY SUPERVISOR RUSSELL ANDERSEN, BOARD MEMBERS PRESENT WERE CLERK BARB EGELER, TREASURER PATTI GEERS, TRUSTEE’S JIM MAZUR AND JEROME PAPES. WE HAD SEVEN GUEST ATTEND.
MINUTES WERE APPROVED AS PRESENTED.
JEROME MADE A MOTION TO APPROVE PAYMENT OF BILLS IN THE AMOUNT OF $4248.18. JIM SECONDED MOTION CARRIED
TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 12-31-09 WAS $175,299.92. RECEIPTS FOR JANUARY WERE $886.11. DISBURSEMENTS WERE $4,248.18. LEAVING A BALANCE ON 1-31-2010 OF $171,937.85.
PETTY CASH BALANCE REMAINS AT $100.00 ON 1-31-2010. CHECKING ACCOUNT BALANCE REMAINS AT $200.00 ON 1-31-2010.
PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 1-31-2010. PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $196,691.23 ON 1-31-2010.
VICTORY TOWNSHIP HALL RESERVATION FUND BALANCE ON 12-31-09 WAS $1104.91. RECEIPTS FOR JANUARY WERE $100.00, DISBURSEMENTS WERE $100.00. INTEREST WAS 47 CENTS LEAVING A BALANCE OF $1105.38 ON 1-31-2010.
VICTORY TAX SAVINGS ACCOUNT BALANCE ON 12-31-09 WAS $182,593.40. TOTAL DEPOSITS WERE $304,690.72, TOTAL DISBURSEMENTS WERE $359,085.37. NO INTEREST POSTED. LEAVING A BALANCE OF $128,198.75 ON 1-31-2010.

CLERK REPORTED THAT SHE HAD DELIVERED THE GRANT OF FRANCHISE ORDINANCE FOR OCCIDENTAL PETROLEUM CORP. (THAT THE BOARD HAD PASSED AT THE JANUARY 4TH MEETING), TO THE LUDINGTON DAILY NEWS ON JANUARY 11, 2010. BUT, THE EMPLOYEE WHO WOULD PUT IT IN THE PAPER WAS OUT FOR THAT DAY. CLERK RECEIVED A CALL FROM JASON HANSELMAN
FROM DYKEMA GOSSETT PLLC, (WHO HAD SENT THE REQUEST) TELLING HER NOT TO PUBLISH YET, THAT HE WOULD GET BACK TO HER IN A COUPLE OF DAYS. CLERK THAN CALLED MICHELLE PITROWSKI AT THE DAILY NEWS AND TOLD HER TO PUT A HOLD ON
PUBLISHING THE ORDINANCE. CLERK REPORTED THAT SHE HAD CALLED MR. HANSELMAN ON 1-26-2010, NO ANSWER, LEFT A
MESSAGE ASKING WHAT THE STATUS WAS ON THE ORDINANCE AS IT WAS TO BE PUBLISHED WITHIN 30 DAYS OF PASSING. AS OF THIS MEETING NO RESPONSE..
TOWNSHIP RECEIVED A REQUEST FROM MASON LAKE CONSERVATION FOR A DONATION AGAIN THIS YEAR OF $475.00 TO GO TOWARDS THE ANNUAL HOUSEHOLD HAZARDOUS WASTE DISPOSAL TO BE HELD AUGUST 21, 2010. THE LAST TWO YEARS THE TOWNSHIP HAS GIVEN $375.00.
JEROME MADE A MOTION TO GIVE $375.00 TO MASON LAKE CONSERVATION FOR THE HOUSEHOLD HAZARDOUS WASTE DISPOSAL. JIM SECONDED
DR. SQUIRES GAVE THE COUNTY REPORT TO THE BOARD, ANSWERED QUESTIONS FROM THE PUBLIC AND THE BOARD. JIM MADE A MOTION NOT TO HOLD AN ANNUAL MEETING. JEROME SECONDED
BUDGET PREP MEETING WILL BE HELD ON 3-16-10, BUDGET HEARING 3-30-10 AT 4:30 PM.
NEXT FISCAL YEARS MEETINGS WILL HE HELD ON APRIL 5, MAY 3, JUNE 7, JULY 12, AUGUST 2, SEPT. 13, OCT. 4, NOV. 1, DEC. 6, 2010, JAN 3, 2011, FEB. 7, 2011, MARCH 7, 2011.
BARB MADE A MOTION TO RAISE HALL CUSTODIANS ADMINISTRATIVE FEE TO $40.00 A MONTH , EFFECTIVE 4-1-10. AND, TO LEAVE ALL OTHER WAGES THE SAME. JIM SECONDED (RUSSELL & JEROME DIDN’T VOTE) MOTION CARRIED

Victory Township will be looking into updating our web site in the upcoming future. We will be looking into possible new ADA(American Disability Act) requirements as well as updating pictures,cemetery ordinance,etc. Any thoughts or ideas on what anyone would like to see added are welcome. Contact me for your thoughts.

Suzanne S. of Sunset Bluff Resort organized a meeting about nuisance lake vegetation affecting Upper Hamlin Lake. Two biologist from The Little River Band of Ottawa Indians (Allison Smart and Josh Beaulaurier ) were asked to attend . After much discussion Brian Zimmerman(property owner in Hamlin Shoals) suggested a boating channel marked by buoys be established from Hamlin Shoals to the Meyer Road line. The idea is to have concentrated boater traffic through that channel to keep the vegetation in check.
After the meeting Wayne Andersen contacted MDEQ,MDNR,&Mason County Sheriff Marine patrol regarding the proposal. All agencies feel this is a viable solution to establish a navigable boater route. Brian Zimmerman(property owner in Hamlin Shoals)agreed to plot the coordinates of the channel by GPS the weekend of Oct.5-7th.Feel free to provide input to this preliminary proposal.

All meeting are open to public .Please note that no hearings will be held at the Organizational meeting.
The Board of Review will hear appeals on March 19th and March 20st 2018.
