• DECEMBER TOWNSHIP BOARD MEETING

  The December 7th township board meeting is cancelled due to Cocid-19 concerns. Please read the notice below.

• MDHHS EMERGENCY ORDER

  All indoor meetings of a public body must be held completely virtually, if at all, between Nov. 18 and Dec. 8, 2020, under a new Michigan Department of Health and Human Services (MDHHS) emergency order that goes into effect on Wednesday. The order enacts a three-week “pause” targeting indoor gatherings and other group activities in an effort to curb rapidly rising COVID-19 infection rates. The Open Meetings Act, as amended by Public Act 228 of 2020, allows virtual meetings to be held for any reason through Dec. 31, 2020.
  Under the new order:
  • Indoor nonresidential gatherings are prohibited, and indoor residential gatherings are limited to no more than 10 persons from no more than two households at any one time.
  • Bars and restaurants will be open for outdoor dining, carry-out and delivery only.
  • Gyms and fitness centers remain open for individual exercise with strict safety measures in place; group exercise classes are closed.
  • All organized sports must stop, with the exception of some professional and college-level sports.
  MTA has updated its fact sheet, “Township Meetings and Facilities Under Public Act 228 of 2020 and REVISED MDHHS Emergency Order November 18, 2020, ‘Gatherings and Face Mask Order,’ ” to include information and guidance on the new order.
  The limitations to gatherings do not apply to workplace gatherings that occur consistent with the emergency rules issued by MIOSHA on Oct. 14, 2020. There are no additional restrictions on local government offices being open to the public. However, under the MIOSHA order and subsequent MDHHS workplace safety guidelines, work should be completed remotely unless it is strictly necessary for an employee to be in person to complete their job duties. Note that MIOSHA will be conducting workplace inspections for compliance with the emergency rules.
  The latest MDHHS order, which lasts through Dec. 8, is not a blanket stay-home action like the state saw in the spring. It leaves open work that cannot be performed from home, including for manufacturing, construction and health occupations. Parks remain open, as well as outdoor gatherings and outdoor dining. Individualized activities with distancing and face masks are still allowed: retail shopping; public transit; restaurant takeout; personal-care services such as haircuts, by appointment.

• Michigan Department of Health and Human Services (MDHHS)

  Michigan law imposes on the Michigan Department of Health and Human Services (MDHHS) a duty to continually and diligently endeavor to “prevent disease, prolong life, and promote public health,” and gives the Department “general supervision of the interests of health and life of people of this state.” MCL 333.2221. MDHHS may “[e]xercise authority and promulgate rules to safeguard properly the public health; to prevent the spread of diseases and the existence of sources of contamination; and to implement and carry out the powers and duties vested by law in the department.” MCL 333.2226(d).

  Face mask requirement at gatherings.

  1. Except as permitted in section 7, all persons participating in non-residential gatherings are required to wear a face mask. Persons participating in residential gatherings are strongly encouraged to wear a face mask.
  2. Public transit systems, including buses and cars for hire, must require use of face masks, and must enforce physical distancing among all patrons to the extent feasible.
  3. Except as provided elsewhere in this order, a person responsible for a business, store, office, government office, school, organized event, or other operation, or an agent of such person, must prohibit gatherings of any kind unless the person requires individuals in such gatherings (including employees) to wear a face mask, and denies entry or service to all persons refusing to wear face masks while gathered.
  4. A person responsible for a business, store, office, government office, school, organized event, or other operation, or an agent of such person, may not assume that someone who enters the facility without a face mask falls within one of the exceptions specified in section 7 of this order, including the exception for individuals who cannot medically tolerate a face mask. An individual’s verbal representation that they are not wearing a face mask because they fall within a specified exception, however, may be accepted.
  5. A person responsible for a child-care organization or camp, or an agent of such person, must not allow gatherings unless face masks are worn by all staff. Children must wear face masks as indicated below:
     1. All children 2 years and older when on a school bus or other transportation provided by the child-care organization or camp;
     2. All children 4 years and older when in indoor hallways and common areas;
     3. All children 5 years and older when in classrooms, homes, cabins, or similar indoor settings

• VICTORY TOWNSHIP RESIDENTS

  I will be mailing out the absentee voter ballots that I have received applications for on 9/21/20,please fill out and return to me via mail or I have a secure drop box on the south end of my back porch. Due to the large volume of ballots, please return them to me as soon as you can. Then I can get them processed into the Qualified Voter File System on the Bureau of elections’ website. • SEASONAL ROAD WEIGHT RESTRICTIONS

  SCOTTVILLE — The Mason County Road Commission has announced that seasonal weight and speed restrictions have been lifted as of March 30th 2020

• Web site update

  Victory Township will be looking into updating our web site in the upcoming future. We will be looking into possible new ADA(American Disability Act) requirements as well as updating pictures,cemetery ordinance,etc. Any thoughts or ideas on what anyone would like to see added are welcome.
