REGULAR BOARD MEETING
AUGUST 3, 2020 (PROPOSED MINUTES)
MEETING WAS CALLED TO ORDER AT 6:05 PM BY SUPERVISOR JIM MAZUR, BOARD MEMBERS PRESENT WERE CLERK BARBARA EGELER, TRUSTEE JEROME PAPES, AND TRUSTEE BOB KESLING, TREASURER PATTI GEERS WAS ABSENT. WE HAD 3 GUEST ATTEND. MINUTES WERE APPROVED AS PRESENTED. SHERIFF’S REPORT WAS GIVEN BY SHERIFF KIM COLE. HAD 22 CALLS IN THE TOWNSHIP FOR JULY, HAD TWO FATAL CRASHES AND TWO DROWNINGS IN THE COUNTY. COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT. TONY MYER WITH ASSESSING SOLUTIONS WAS HIRED AS THE EQUALIZATION DIRECTOR, HE IS A LEVEL 4 ASSESSOR. THE COUNTY HAS INCREASED THE VETERANS SERVICE HOURS AS THERE HAS BEEN MUCH NEED IN THAT AREA. STILL WAITING TO HEAR ON THE GRANT THAT WAS APPLIED FOR HAZARD PAY FOR ROAD PATROL AND CORRECTIONS OFFICERS. DURING THIS COVID-19 CRISIS. PLANNING COMMISSION PLAN IS READY TO BE SENT TO LOCAL TOWNSHIPS FOR THEIR REVIEW. AND, THE COUNTY IS WORKING ON A SOLAR ORDINANCE. MEETING WAS CALLED TO ORDER AT 6 PM BY SUPERVISOR JIM MAZUR, ALL BOARD MEMBERS WERE PRESENT, EGELER, PAPES, GEERS, KESLING. WE HAD 7 GUESTS ATTEND. MINUTES WERE APPROVED AS PRESENTED. COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT, TALKED ABOUT HOW COVID-19 IS AFFECTING THE COUNTY. SHERIFF KIM COLE GAVE THE SHERIFF’S REPORT. THEY HIRED THE FIRST WOMAN PATROL OFFICER HER NAME IS DANIEL. THEY HAVE ALSO HIRED TWO MORE OFFICERS, HAVE ONE MORE OPENING. JEROME MADE A MOTION TO APPROVE PAYMENT OF BILLS, ALSO APPROVED A $17,000.00 JULY DISBURSEMENT TO THE ROAD COMMISSION FOR THE BALANCE ON NORTH VICTORY CORNER ROAD. BOB SECONDED MOTION CARRIED TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON MAY 31, 2020 WAS $238,982.28, RECEIPTS FOR JUNE WERE $6,393.30, INTEREST WAS $49.58, DISBURSEMENTS WERE $ 10,581.07. LEAVING A BALANCE OF $234,844.09 ON 6-30-20. CHECKING ACCOUNT BALANCE REMAINS AT $300.00 ON 6-30-20. PERPETUAL CARE CERTIFICATE BALANCE ON 5-31-20 WAS $62,821.14. CD MATURED INTEREST WAS PUT INTO GEN FUND, NEW CD AT SAFE HARBOR. BALANCE ON 6-30-20 REMAINS AT $62,821.14. PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $231,546.09 ON 6-30-20. HALL RESERVATION FUND BALANCE ON 5-31-20 WAS $1,119.00 NO RECEIPTS, NO DISBURSEMENTS, INTEREST WAS .05 CENTS. BALANCE ON 6-30-20 WAS $1,119.05. TAX ACCOUNT BALANCES REMAIN AT .00 ON 6-30-20. TREASURERS REPORT ACCEPTED AS PRESENTED. CLERK REPORTED THAT THE ABSENT VOTER APPLICATIONS ARE COMING IN STEADY. JIM REPORTED ON THE VICTORY PARK PROPERTY v SARTO BOATHOUSE HAD DEPOSITIONS TAKEN AT THE TOWNHALL. REPORTED ON THE BRINING OF THE ROADS, HAD ONE BRINE WAS DUSTY AGAIN IN 2-3 DAYS. WE ARE SCHEDULED TO HAVE A BRINE THIS WEEK. REPORTED THAT THE DUCT WORK , THAT COLLASPED IN THE BASEMENT OF THE TOWNHALL HAS BEEN CLEANED UP AND WILL HAVE THE NEW DUCT WORK REPLACED IN THE WEEK OR TWO , WHICH THE TOWNSHIP INSURANCE WILL NOT COVER. SAID, IF IT HAD HAD SOMETHING GOING ON AND IT FELL, IT WOULD HAVE BEEN COVERED, BUT SINCE IT WAS JUST OLD AND FELL DOWN IT WAS NOT COVERED. ALSO, THE TOWNHALL IS NOT BEING RENTED STILL, DO TO THE COVID-19. THE PICNIC FOR THE AUGUST MEETING IS CANCLED , WILL HAVE THE REGULAR MEETING AT THE HALL WITH THE SIX FEET SOCIAL DISTANCING. LAUREN KREINBRINK CAME TO THE MEETING TO ANNOUNCE SHE IS RUNNING FOR PROSECUTING ATTORNEY IN MASON COUNTY. LEAVING A BALANCE OF $95,014.84 ON 7/31/20. TREASURERS REPORT ACCEPTED AS PRESENTED JIM REPORTED THAT WE ARE STILL HAVING THE TOWNSHIP CLEANUP, BUT IT WILL BE LIMITED TO ONE REGULAR SIZELOAD. WAYNE ANDERSEN HAMLIN LAKE PRESERVATION SOCIETY, TALKED ABOUT SOME PROJECTS FOR HAMLIN LAKE , ON AUGUST 11th INSTALLING A STREAM FLOW GAGE, GAGES FLOW, CONDUCTIVITY, TEMPERATURE, ETC. ALSO, UNITED STATE GEOOLOGY SURVEY IS DOING A STUDY ON ALGAE BLOOM ON HAMLIN LAKE.

The December 7th township board meeting is cancelled due to Cocid-19 concerns. Please read the notice below.
Michigan law imposes on the Michigan Department of Health and Human Services (MDHHS) a duty to continually and diligently endeavor to “prevent disease, prolong life, and promote public health,” and gives the Department “general supervision of the interests of health and life of people of this state.” MCL 333.2221. MDHHS may “[e]xercise authority and promulgate rules to safeguard properly the public health; to prevent the spread of diseases and the existence of sources of contamination; and to implement and carry out the powers and duties vested by law in the department.” MCL 333.2226(d).

I will be mailing out the absentee voter ballots that I have received applications for on 9/21/20,please fill out and return to me via mail or I have a secure drop box on the south end of my back porch. Due to the large volume of ballots, please return them to me as soon as you can. Then I can get them processed into the Qualified Voter File System on the Bureau of elections’ website. SCOTTVILLE — The Mason County Road Commission has announced that seasonal weight and speed restrictions have been lifted as of March 30th 2020

Ditching of Fisher Rd. from Peterson Rd. west to township line (approx. 1 mile)
Ditching and gravel _Millerton Rd. west of US 31 (approx. 1/4 mile)
Victory Township will be looking into updating our web site in the upcoming future. We will be looking into possible new ADA(American Disability Act) requirements as well as updating pictures,cemetery ordinance,etc. Any thoughts or ideas on what anyone would like to see added are welcome.
