Victory Township Envigor Design

February 2026

• The meeting was called to order at 6:01pm by Supervisor Bob Kesling. Board members present were Clerk Sarah Grabowski, Trustee Jerome Papes, Trustee Wayne Andersen, and Treasurer Patti Geers. There were five guests in attendance.
• A motion was made by Andersen with support from Papes to approve the January minutes as presented. Motion Carried.
• County Commissioner Janet Andersen gave county report. David Holden was named the new Emergency Manager and Susan Evans as the Senior Services Coordinator.
• A motion was made by Andersen with support from Papes to approve the payment of January bills as presented totaling $11,078.46. Motion carried. See Attachment 1.
• A motion was made by Andersen with support from Papes to approve the Treasurers report. Motion carried. See Attachment 2.
• The Clerk requested approval for the Township to continue using the early voting site #2 for the 9 days of early elections. A motion was made by Kesling and supported by Andersen to sign the Resolution to Establish Receiving Board for Early Voting. Resolution 26-01 Passed.

Ayes: Andersen, Papes, Kesling, Geers, Grabowski.

Nays: None.

• A Motion was made by Grabowski with support from Kesling to combine the Regular Board Meeting with the Budget Prep Meeting. Motion carried. Budget Prep Meeting will be on March 16, 2026, at 5:00pm, the Regular board meeting will start at 6:00pm
• A motion was made by Kesling with support from Andersen to accept the Board of Review schedule as follows. Organizational meeting March 3, 2026, at 2:30pm.  Board of Review hours March 9, 2026, and March 13, 2026, from 1:30pm to 3:30pm.  A rollcall vote was taken. Resolution 26-03 Passed

Nays: None.

• A roll-call vote was requested by Papes and supported by Andersen for poverty exemption poverty guidelines 2026.

• Fiscal Year 2026-2027 meeting dates will be as follows:

April 6, 2026                May 4, 2026                June 1, 2026               July 7, 2026                             August 3, 2026            September 14, 2026   October 5, 2026          November 2, 2026             December 7, 2026      January 4, 2027          February 1, 2027        March 1, 2027

Budget prep Meeting will be March 16, 2026, at 6:00pm, Budget Hearing will be March 24, 2026 at 5:00pm.

• Salary resolutions:
• Geers made a motion for a 3% increase, moving the supervisor wage to $10,782.00. Grabowski Seconded.

Ayes: Andersen, Papes, Kesling, Grabowski, Geers

Nays: None

Motion carried.

• Andersen made a motion for a 3% increase, moving the Treasurer wage to $12,919.00. Papes seconded.

Ayes: Andersen, Papes, Kesling, Grabowski, Geers

Nays: None

Motion carried.

• Geers made a motion for a 3% increase, moving the Clerk wage to $14,494.00. Andersen seconded.

Ayes: Andersen, Kesling, Grabowski, Geers

Nays: Papes

Motion carried.

• Papes made a motion to keep the pay for Trustees at $100.00 per meeting. Andersen seconded.

Ayes: Andersen, Papes, Kesling, Grabowski, Geers

Nays: None

Motion carried.

• Andersen made a motion to keep hourly workers $17.00 per hour. Geers seconded.

Ayes: Andersen, Papes, Kesling, Grabowski, Geers

Nays: None

Motion carried.

• Kesling made a motion to pay election workers $17.00 per hour election days and $12.00 per hour for training. Geers seconded.

Ayes: Andersen, Papes, Kesling, Grabowski, Geers

Nays: None

Motion carried.

• Andersen made a motion to pay the election chair $20.00 per hour.

Ayes: Andersen, Papes, Kesling, Grabowski, Geers

Nays: None

Motion Carried.

• Assessor Did not ask for a salary increase.
• Trustee Andersen is appreciative of board information being sent out ahead of time.
• Trustee Papes nothing to report.
• Susan Evans introduced herself as the Senior Services Coordinator.
• Kesling made a motion to adjourn the meeting at 6:58pm seconded by Papes.
