REGULAR BOARD MEETING
SEPTEMBER 11, 2017 (PROPOSED MINUTES)
MEETING WAS CALLED TO ORDER AT 6PM BY SUPERVISOR JIM MAZUR, BOARD MEMBERS PRESENT WERE CLERK BARBARA EGELER, TRUSTEE JEROME PAPES, TREASURER PATTI GEERS, AND TRUSTEE BOB KESLING. WE HAD 12 GUEST ATTEND. MINUTES WERE APPROVED AS PRESENTED. THERE WAS NO SHERIFF’S REPORT, SHERIFF WAS OUT OF TOWN. JEROME MADE AMOTION TO APPROVE PAYMENT OF BILLS FOR AUGUST. BOB SECONDED MOTION CARRIED TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 7-31-17 WAS $103,301.04, RECEIPTS FOR AUGUST WERE $225.63, DISBURSEMENTS WERE $12,530.98. LEAVING A BALANCE ON 8-31-17 OF $90,995.69. PETTY CASH AND CHECKING ACCOUNT BALANCES REMAIN AT $100.00 AND $200.00 ON 8-31-17. PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 8-31-17. PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $210,855.87 ON 8-31-17. HALL RESERVATION FUND BALANCE ON 7-31-17 WAS $1,116.81, RECEIPTS FOR AUGUST WERE $60.00, DISBURSEMENTS WERE $60.00, INTEREST WAS ,05 CENTS. LEAVING A BALANCE ON 8-31-17 OF $1,116.86. TAX SAVINGS ACCOUNT BALANCE ON 7-31-17 WAS $59,455.88, RECEIPTS FOR AUGUST WERE $164,308.45, DISBURSEMENTS WERE $135,882.00, THERE WAS NO INTEREST REPORTED AT THIS TIME. LEAVING A BALANCE OF ON 8-31-17 OF $87,882.33. TREASURERS REPORT ACCEPTED AS PRESENTED. SUPERVISOR REPORTED THAT N. VICTORY CORNER PROJECT PAVING IS COMPLETE, BUT THEY ARE STILL WORKING ON THE DITCHES. FRONTIER LINES ARE RUNNING THRU THE DITCHES AND THE ROAD COMMISSION IS STILL WORKING ON THAT ISSUE. JEROME MADE AMOTION TO APPROVE SCHOLTEN PLUMBING TO REPLACE THE TILING FROM THE TWO WEST GUTTERS AT THE HALL, WITH SOCKED PLASTIC FRAIN TILES TO THE VICTORY DRIVE SOUTHWEST DRAIN BASIN. BOB SECONDED MOTION CARRIED WAYNE ANDERSEN REPORTED THAT THE MUTE SWAN AGREEMENT WITH THE USDA PROGRAM THAT THE TOWNSHIP HAD WAS ABOUT TO RUN OUT. IT WAS STARTED IN 2013 SEPTEMBER, AND FROM THEN TILL PRESENT WE HAVE HAD A TOTAL OF 140 MUTE SWANS REMOVED FROM HAMLIN LAKE. AND, SINCE THE PROGRAM HAD WORKED SO WELL, HE WAS BRINGING IT TO THE TOWNSHIPS ATTENTION THAT WE COULD RENEW THE PROGRAM FOR ANOTHER FIVE YEARS. BOB MADE A MOTION THAT THE TOWNSHIP APPLY AGAIN FOR A PERMIT WITH THE MICHIGAN DNR FOR THE REMOVAL AND CONTROL OF MUTE SWANS FROM VICTORY TOWNSHIP WATERS ON HAMLIN LAKE FOR A PERIOD OF FIVE YEARS. JEROME SECONDED MOTION CARRIED WAYNE ALSO REPORTED THAT HE HAD LOOKED INTO WEED CONTROL ON HAMLIN LAKE , THERE WERE 12 PERMITS PULLED FOR WEED CONTROL 9 ARE PRIVATE PARTIES, 3 ARE DORMANT. WAYNE ASKED IF ANY TOWNSHIPS HAVE EVER DONE THE WEED CONTROL, AND HE WAS TOLD NO, ONLY PRIVATE PARTIES AND LAKE BOARDS. WE ARE DISCUSSING THE JUNK ORDINANCE AGAIN, WE HAVE IT BROUGHT UP AT EVERY MEETING ASKING IF WE ARE OR ARE NOT GOING TO JOIN THE COUNTY JUNK ORDINANCE. JIM REPORTED THAT HE GETS SEVERAL CALLS ON IT, AND PATTI SAID SHE HAS SEVERAL PEOPLE CALL HER ALSO. SO, AFTER SOME DISCUSSION AGAIN, WE DECIDED TO PUT IT TO A VOTE. WE WERE ASKED WHY IT COULDN’T GO ON THE BALLOT AND LET THE VOTERS DECIDE. JIM SAID HE HAD LOOKED INTO THIS ALSO, AND WAS TOLD THAT THIS TYPE OF DECISION HAS TO BE TOWNSHIP BOARD APPROVED ONE WAY OR THE OTHER, THIS IS A ADVISORY BALLOT AND CAN NOT USES TAX PAYER DOLLARS FOR AN ADVISORY BALLOT. JIM MADE A MOTION THAT THE TOWNSHIP JOIN THE COUNTY JUNK ORDINANCE , WE CAN JOIN FOR TWO YEARS, AND IF WE WANT TO, WE CAN OPT OUT AFTER TWO YEARS. AFTER THE TWO YEARS WE WILL REVIEW AND MAKE THE DECISION TO STAY IN OR OPT OUT. MASON COUNTY EARLY VOTING SITE #2 WILL BE HELD AT: CUSTER TOWNSHIP HALL 1950 E. US HIGHWAY 10 CUSTER, MI 49405 DATE: AUGUST 6, 2024 TIME: 8:00 PM In compliance with MCL 168.720j, you are hereby informed of the details regarding the Precinct Canvas of Early Votes. The Precinct Canvas of Early Votes is the culmination of the 9 days of early voting and is when the board completes the tabulation of ballots and reports the results of the ballots cast during the Early Voting period. |
The Mason County Junk authority is hosting a scrap tire collection day September 28th. Hours will be from 9AM until Noon or until the trailer is filled. Victory Township is part of the Junk Authority and that allows us to participate in this event. They have secured a single semi-trailer this year and once its full the event is over. You are allowed to bring 4 tires for FREE and after that it is $3 per tire. Passenger vehicle tires only, no wheels, commercial, tractor, semi or industrial tires. Event to be held at the Mason County Road commission building in Scottville. There may be help on site but be patient or be prepared to unload your own tires and place them in the trailer.
