MEETING WAS CALLED TO ORDER AT 6:10 PM FOLLOWING A TOWNSHIP PICNIC AT VICTORY PARK. BOARD MEMBERS
PRESENT WERE SUPERVISOR JIM MAZUR, TREASURER PATTI GEERS, TRUSTEE JEROME PAPES, CLERK BARB EGELER. BOB KESLING
WAS ABSENT. WE HAD FORTY THREE GUEST ATTEND.
MINUTES WERE APPROVED AS PRESENTED.
JEROME MADE A MOTION TO APPROVE PAYMENT OF BILLS. PATTI SECONDED
SHERIFF KIM COLE GAVE THE SHERIFF’S REPORT.
TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 6-30-13 WAS $293,435.45. RECEIPTS FOR JULY
WERE $474.27. DISBURSEMENTS WERE $40,794.80. LEAVING A BALANCE ON 7-31-13 OF $253,114.92.
PETTY CASH AND CHECKING ACCOUNT BALANCES REMAIN AT $100.00 AND $200.00 ON 7-31-13.
PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 7-31-13.
PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $246,551.85 ON 7-31-13.
VICTORY TOWNSHIP HALL RESERVATION FUND BALANCE ON 6-30-13 WAS $1114.45, THERE WERE NO RECEIPTS AND NO
DISBURSEMENTS, INTEREST WAS FIVE CENTS. LEAVING A BALANCE ON 7-31-13 OF $1114.50.
VICTORY TAX SAVINGS ACCOUNT BALANCE ON 6-30-13 WAS .00. DEPOSITS FOR JULY WERE $72,246.99, DISBURSEMENTS
WERE $68,617.57. NO INTEREST REPORTED. LEAVING A BALANCE ON 7-31-13 OF $3,629.42.
TREASURERS REPORT ACCEPTED AS PRESENTED.
JEROME MADE A MOTION TO APPROVE A DOCK PERMIT FOR WINN WOLF. PATTI SECONDED
JIM REPORTED THAT WE NEEDED TO HAVE A PUBLIC MEETING TO DISCUSS THE FIVE YEAR PLAN FOR THE PARK, TO BE
HELD ON THE 27TH OF AUGUST AT 6PM AT THE TOWNHALL.
GRANT AND HAMLIN TOWNSHIPS HAVE PASSED A RESOLUTION TO HAVE THE USDA AND THE MDNR, INITIATE THE
MUTE SWAN CONTROL PROGRAM. THERE HAVE BEEN SEVERAL PUBLIC MEETINGS ON THIS SUBJECT AND VICTORY TOWNSHIP HAS
BEEN ASKED TO PASS A RESOLUTION ALSO.
JEROME MADE A MOTION TO PASS THE RESOLUTION FOR VICTORY TOWNSHIP TO HAVE THE USDA AND THE MDNR START
THE MUTE SWAN CONTROL PROGRAM. PATTI SECONDED
JEROME MADE A MOTION TO HAVE CARY’S SEAWALL PUT IN A STEEL SEAWALL AT VICTORY PARK. PRICE IS $29,690.00.
FRED BATES WAS THANKED FOR FILLING IN THE HOLES AT THE TOWNHALL, AND ALSO FOR MOWING THE BALL FIELD AT
COUNTY COMMISSIONER JANET ANDERSEN GAVE HER COUNTY REPORT. SHE ALSO TALKED ABOUT TALKING TO THE ROAD COMMISSION ABOUT BEING MORE ACCOUNTABLE TO THE COUNTY RESIDENTS, WHEN THEY HAVE CONCERNS ABOUT THE
ROADS. SHE SAID IN ALL THE TOWNSHIPS THAT SHE REPRESENTS, MOST PEOPLE ASK HER ABOUT THE ROAD COMMISSION. THEY
WANT TO KNOW WHO THEY CAN TALK TO ABOUT THEIR CONCERNS. SO, JANET HAD CARDS MADE UP WITH ALL THE ROAD
COMMISSIONERS NAMES AND PHONE NUMBERS ON THEM SO PEOPLE CAN CONTACT THEM WITH THEIR QUESTIONS.
JEROME MADE A MOTION TO HAVE SLAG PUT ON VICTORY TOWNSHIPS SHARE OF FISHER ROAD THAT MEETS UP TO
HAMLIN TOWNSHIP. 8/10 OF THE ROAD, TOWNSHIPS SHARE WOULD BE $7000.00. PATTI SECONDED
WAYNE ANDERSEN ASKED ON BEHALF OF THE HAMLIN LAKE PRESERVATION SOCIETY FOR THE TOWNSHIP TO DONATE
TOWARDS THE FIREWORKS. HE SAID MANY PEOPLE WATCH THE FIREWORKS FROM VICTORY PARK. BARB TOLD HIM THAT WE
HAVE DONATED IN THE PAST YEARS, BUT IT JUST HADN’T COME UP YET THIS YEAR.
JEROME MADE A MOTION TO DONATE $500.00 TO HAMLIN LAKE PRESERVATIONSOCIETY FOR FIREWORKS. PATTI

Victory Township will be looking into updating our web site in the upcoming future. We will be looking into possible new ADA(American Disability Act) requirements as well as updating pictures,cemetery ordinance,etc. Any thoughts or ideas on what anyone would like to see added are welcome. Contact me for your thoughts.

Suzanne S. of Sunset Bluff Resort organized a meeting about nuisance lake vegetation affecting Upper Hamlin Lake. Two biologist from The Little River Band of Ottawa Indians (Allison Smart and Josh Beaulaurier ) were asked to attend . After much discussion Brian Zimmerman(property owner in Hamlin Shoals) suggested a boating channel marked by buoys be established from Hamlin Shoals to the Meyer Road line. The idea is to have concentrated boater traffic through that channel to keep the vegetation in check.
After the meeting Wayne Andersen contacted MDEQ,MDNR,&Mason County Sheriff Marine patrol regarding the proposal. All agencies feel this is a viable solution to establish a navigable boater route. Brian Zimmerman(property owner in Hamlin Shoals)agreed to plot the coordinates of the channel by GPS the weekend of Oct.5-7th.Feel free to provide input to this preliminary proposal.

All meeting are open to public .Please note that no hearings will be held at the Organizational meeting.
The Board of Review will hear appeals on March 19th and March 20st 2018.
