SHERIFF KIM COLE GAVE THE SHERIFF’S REPORT FOR AUGUST AND SEPTEMBER.

COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT. THE COUNTY HAS A BUDGET OF $14,328,000.00,  APPROVED A  5 YEAR PUBLIC IMPROVEMENT PLAN.  WORKING ON CAPITAL IMPROVEMENT PLAN FOR AIRPORT.  RECEIVED A GRANT FOR HAZARD PAY FOR THE SHERIFF’S DEPARTMENT DUE TO COVID-19, WORKING ON THE PROJECT FOR THE ROSS DRAIN.  MASTER PLAN FOR PUBLIC HEARING HAS NOT BEEN SET YET.

MILLERTON ROAD IS STILL BEING WORKED ON.  THE TOWNSHIP RECEIVED A BILL FOR A NEW CULVERT PUT IN ON     FOUNTAIN ROAD FOR $27,693.58.  THE TOWNSHIP DIDN’T HAVE ANY NOTICE THAT THIS BILL WAS COMING.  JIM WENT TO THE ROAD COMMISSION MEETING AND EXPLAINED THAT WE NEVER GOT A NOTICE OF THIS WORK, AND THAT WE WERE GOING TO BE BILLED FOR IT.  THE ROAD COMMISSION BOARD VOTED NOT TO CHARGE THE TOWNSHIP.  JIM THANKED THEM FOR  UNDERSTANDING .

SHERIFF’S REPORT WAS GIVEN BY SHERIFF KIM COLE.  HAD 22 CALLS IN THE TOWNSHIP FOR JULY, HAD TWO FATAL CRASHES AND TWO DROWNINGS IN THE COUNTY.

COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT.  TONY MYER WITH ASSESSING SOLUTIONS WAS HIRED AS THE EQUALIZATION DIRECTOR, HE IS A LEVEL 4 ASSESSOR.  THE COUNTY HAS INCREASED THE VETERANS SERVICE HOURS AS THERE HAS BEEN MUCH NEED IN THAT AREA.  STILL  WAITING TO HEAR ON THE GRANT THAT WAS APPLIED FOR HAZARD PAY FOR ROAD PATROL AND CORRECTIONS OFFICERS.  DURING THIS COVID-19 CRISIS.  PLANNING COMMISSION PLAN IS READY TO BE SENT TO LOCAL TOWNSHIPS FOR THEIR REVIEW.  AND, THE COUNTY IS WORKING ON A SOLAR ORDINANCE.

REPORTED ON THE BRINING OF THE ROADS, HAD ONE BRINE WAS DUSTY AGAIN IN 2-3 DAYS.  WE ARE SCHEDULED TO HAVE A BRINE THIS WEEK.  REPORTED THAT THE DUCT WORK , THAT COLLASPED IN THE BASEMENT OF THE TOWNHALL HAS BEEN CLEANED UP AND  WILL HAVE THE NEW DUCT WORK REPLACED IN THE WEEK OR TWO ,  WHICH THE TOWNSHIP INSURANCE WILL NOT COVER.  SAID, IF IT HAD HAD SOMETHING GOING ON AND IT FELL, IT WOULD HAVE  BEEN COVERED, BUT SINCE IT WAS JUST OLD AND FELL DOWN IT WAS NOT COVERED.  ALSO, THE TOWNHALL IS NOT BEING RENTED STILL, DO TO THE COVID-19.  THE     PICNIC FOR THE AUGUST MEETING IS CANCLED , WILL HAVE THE REGULAR MEETING AT THE HALL WITH THE SIX FEET SOCIAL    DISTANCING.

THE EXTRA BRINE THAT WE HAD APPROVED AT THE MAY MEETING, (CONTINGENT THAT IT WAS DONE BEFORE                 MEMORIAL WEEKEND)  DIDN’T HAPPEN BEFORE MEMORIAL WEEKEND, SO , WAS CANCLED.  JIM GOT A HOLD OF THE ROAD COMMISSION AND ASKED IF WE COULD  RESCHEDULE A BRINE FOR THE TOWNSHIP, BECAUSE THE ROADS ARE VERY DUSTY, AND WE DON’T WANT TO WAIT UNTIL JULY (WHEN THEY ORIGINALLY SCHEDULED THE TOWNSHIP FOR THE FIRST BRINE WITH A PIGGY BACK BRINE)  THE ROAD COMMISSION CAME BACK, AND SAID YES THEY WOULD FIT US IN.  JIM SAID HE HAD TO GET BOARD      APPROVAL FIRST.

JIM TOLD THE BOARD THAT THE DUCT WORK THAT RUNS ACROSS THE BASEMENT CEILING, HAD COLLAPSED, HE HAD  ALREADY  CONTACTED OUR INSURANCE, THEY SENT OUT THE ADJUSTER,.  AND, HE HAD HANKOWITZ HEATING AND COOLING COME OUT AND GIVE AN ESTIMATE TO REPLACE THE DUCT WORK.  DON WILES IS REMOVING THE OLD DUCT WORK AND GETTING IT READY FOR THE NEW TO BE PUT IN.

NIEL JANSEN ATTORNEY FOR THE TOWNSHIP,  MET (VIA ZOOM CONFERENCE) WITH JUDGE SNIEGOWSKI AND  SARTO’S LAWYER CARLOS ALVARADO.  THIS WAS TO DISCUSS THE BOATHOUSE ON VICTORY TOWNSHIP PROPERTY,  AND, HER FINDINGS FROM THE COURT HEARING THAT WAS HELD ON JANUARY 17, 2020.

ATTORNEY ALVARADO OFFERED THAT THEY (SARTO) WOULD ACCEPT THE CARTIER SURVEY (DEED), BUT, NOT TO INCLUDE THE SARTO PROPERTY ALL THE WAY TO THE WESTERN  LAKE SHORE.

BOB MADE A MOTION THAT THE TOWNSHIP WILL NOT ACCEPT THIS OFFER.

JIM TALKED TO THE ROAD COMMISSION ABOUT WHEN THE TOWNSHIP WOULD GET THE FIRST BRINE, WE ARE NOT SCHEDULED UNTIL FIRST PART OF JULY.  JIM ASKED FOR AN EARLIER DATE.  WE HAD TO ASK FOR AN EXTRA BRINE, JIM SAID UNLESS WE CAN BE GUARANTEED THAT THE BRINE WILL HAPPEN BEFORE MEMORIAL WEEKEND, WE DID NOT WANT THE EXTRA ONE.  HE WAS TOLD IT WOULD BE SCHEDULED BETWEEN MAY 20-21, 2020.

MEETING WAS CALLED TO ORDER AT 6 PM BY SUPERVISOR JIM MAZUR, BOARD MEMBERS PRESENT WERE BOB KESLING, JEROME PAPES, BARBARA EGELER.  PATTI GEERS WAS ABSENT, WE HAD NINE GUEST ATTEND.

MINUTES WERE APPROVED AS PRESENTED.

SHERIFFS REPORT WAS GIVEN BY SHERIFF KIM COLE.  18 CALLS IN THE TOWNSHIP.  THE COUNTY APPROVED A PART-TIME OFFICER FOR  SUMMER MARINE PATROL.

COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT.  APPROVED LABOR AGREEMENT WITH CORRECTIONS STAFF.  APPROVED APPLICANT S FOR SEVERAL COUNTY WIDE BOARDS.  DISCUSSED 2ND AMENDMENT ,  THE COUNTY BOARD WAS APPROACHED BY A GROUP WANTING THE COUNTY  BOARD TO REAFFIRM THE 2ND AMENDMENT, ALSO TALKED ABOUT SANCTUARY COUNTY.  ALSO, TALKED ABOUT RED FLAG LAW ( A LAW THAT LETS SOMEONE TURN IN A INDIVIDUAL WHOM THEY THINK MAY HAVE A MENTAL OR DOMESTIC ISSUE, ETC.   AND, THINKS THEIR GUNS, WEAPONS SHOULD BE TEMPORAIRLY REMOVED FROM THEM. )

MIKE INGISON MASON COUNTY ROAD COMMISSIONER REPORTED ON COUNTY STRATEGIC PLAN 2030, OF WHICH        VICTORY TOWNSHIP CAN BE FOUND IN APPENDIX 15.  SUPERVISORS, COUNTY COMMISSIONERS  WILL BE GIVEN A COPY.  AND, THEN IT WILL BE PUBLISHED IN THE PAPER.

MEETING WAS CALLED TO ORDER AT 6 PM BY SUPERVISOR JIM MAZUR.  BOARD MEMBERS PRESENT WERE CLERK         BARBARA  EGELER, TRUSTEE JEROME PAPES, TREASURER PATTI GEERS, TRUSTEE BOB KESLING.  WE HAD 8 GUEST ATTEND.

SHERIFFS REPORT WAS GIVEN BY SHERIFF KIM COLE.

MASON COUNTY ROAD COMMISSIONER REPORT GIVEN BY MIKE INGISON.  ROAD COMMISSION PURCHASED A DOUBLE   ROLLER FOR ASPHALT.  GAVE A REPORT ON THE MTF (MICHIGAN TRANSPORTATION FUND)  DISTRIBUTION FORMULA TO LOCAL ROAD AGENCIES.  HOUSE FISCAL AGENCY WEBSITE  (GOOD WEBSITE TO GO TO SEE WHERE THE TAX DOLLARS ACTUALLY COME FROM FOR ROADS)  www.house.mi.gov/hfa  PHONE NUMBER (517) 373-8080.

COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT.  THERE WAS A GRANT GIVEN FOR A VETERANS ADMINISTRATOR, THIS HAD BEEN TAKEN AWAY WHEN THE GOVERNOR DID BUDGET CUTS.  BUT, AFTER RECEIVING THIS NEW GRANT THE COUNTY CAN PUT THE VETERANS ADMINISTRATOR BACK TO WORK.  TOWNSHIP RESIDENT WAYNE ANDERSEN WAS APPOINTED TO THE PARKS AND RECREATION BOARD.

BARB TOLD THE BOARD THAT THE BUDGET NEEDED TO BE AMENDED AGAIN TO COVER THE COST OF THE ATTORNEY FEES ,  $5000.00 TO BE TAKEN FROM THE CONTINGENCY FUND AND PUT IN 101-101-801 PROFESSIONAL SERVICES.
