JIM MADE A MOTION TO PASS A RESOLUTION FOR REIMBURSEMENT COST RELATED TO THE CONDUCT OF SCHOOL ELECTIONS , WHERE AS, VICTORY TOWNSHIP SHOULD BE REIMBURSED FOR LOCAL SCHOOL DISTRICTS, INTERMEDIATE SCHOOL DISTRICTS AND COMMUNITY COLLEGE DISTRICTS WHEN EXPENSES ARE INCURRED BY THE TOWNSHIP WHEN CONDUCTING A REGULAR OR SPECIAL ELECTION ON BEHALF OF THE DISTRICT. THE ABOVE MENTIONED SCHOOLS ARE RESPONSIBLE FOR ANY ADDED COST ATTRIBUTABLE TO THE CONDUCT OF THE DISTRICTS REGULAR OR SPECIAL ELECTIONS. NOW, THEREFORE, BE IT RESOLVED, THAT THE VICTORY TOWNSHIP CLERK BE AUTHORIZED TO BILL FOR THE ADDED COST OF RUNNING SCHOOL ELECTIONS. SUCH AS: ELECTION OVERTIME, OR EXTRA COMPENSATION PAID TO REGULAR EMPLOYEES OR OFFICIALS FOR HANDLING THE SCHOOL DISTRICTS ELECTIONS, IF IT IS THE JURISDICTIONS STANDARD PRACTICE TO PAY EXTRA COMPENSATION TO REGULAR EMPLOYEES OR OFFICIALS FOR HANDLING ELECTIONS. SECONDED BARB ROLL CALL VOTE: YEAS: BOB, PATTI, JIM, JEROME, BARB NAYS: NONE MOTION CARRIED JIM REPORTED THAT HE HAD TAKEN A RIDE ALONG WITH THE MASON COUNTY ROAD COMMISSION, TO CHECK OUT THE ROADS. JIM ALSO PULLED THAT DOCK OUT AT VICTORY PARK, WINTER CAME EARLIER THAT EXPECTED, AND HE HAD TO CHIP ICE OFF OF THE DOCK TO GET IT OUT. WAYNE ANDERSEN SUGGESTED THAT WE MAKE THE FOURTH MONDAY OF OCTOBER THE DAY TO PULL OUT THE DOCK FROM NOW ON, AS YOU NEVER KNOW WHEN WE WILL GET BAD WEATHER. MIKE INGISON (MCRC BOARD MEMBER) REPORTED THAT THEY ARE WORKING ON NEW POLICIES AND HE IS PUSHING TO GET MORE ROAD MAINTENANCE ISSUES BACK IN THE HANDS OF THE MCRC AND AWAY FROM THE TOWNSHIPS’ RESPONSIBILITY JACK DEHORN AND HIS WIFE CAME TO THE MEETING TO ASK QUESTIONS ABOUT WHAT CAN AND CAN’T BE DONE WHEN ASKING TO GET A DOCK PERMIT FOR THE TOWNSHIP PROPERTY ON HAMLIN LAKE IN FRONT OF THEIR PROPERTY. THEY WERE GIVEN A COPY OF THE ORDINANCE AND APPLICATION. JIM ALSO TALKED TO THE ATHLETIC DIRECTOR FOR MCC SCHOOLS, THE ATHLETIC DIRECTOR FOR LUDINGTON SCHOOLS. HE WAS APPROACHED ABOUT THE TOWNSHIP GETTING INVOLVED IN FINANCIAL SUPPORT FOR THE REC PROGRAM, FOR KIDS IN OUR COMMUNITY.
WAYNE ANDERSEN CAME TO MEETING LETTING THE BOARD KNOW THAT THE HAMLIN LAKE PRESERVATION SOCIETY WERE MEETING WITH EAGLE, (FORMERLY KNOWN AS DEQ) AT THE HAMLIN TOWNHALL . DISCUSSION WAS ABOUT ALGAE BLOOM. COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT. DANI MCGARRY WITH MASON COUNTY SOIL CONSERVATION CAME TO TELL THAT THEY ARE LOOKING FOR PROPERTIES THAT MAY HAVE HEMLOCK TREES. THE HEMLOCK TREES NOW HAVE A DISEASE, SO FAR IT HASN’T BEEN FOUND IN MASON COUNTY.

IT WAS BROUGHT UP DURING DISCUSSION, ON WHETHER WE SHOULD TAKE A SURVEY IN THE TOWNSHIP, TO SEE IF PEOPLE WANT TO PUT A MILLAGE ON THE BALLOT FOR ROAD WORK. MAYBE PUT AN INSERT INTO THE NEXT TAX BILL, TO GET FEED BACK FROM TOWNSHIP RESIDENTS. COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT. JIM WANTED TO SAY THANK YOU TO THE MASON COUNTY SHERIFF’S OFFICE FOR LETTING SOME OF THE JAIL TRUSTEE’S WORK THE COLLECTION. ALSO, THE ROAD COMMISSION FOR LETTING THE JUNK AUTHORITY USE THEIR FACILITY FOR THE COLLECTION. COUNTY COMMISSIONER JANET ANDERSEN GAVE THE COUNTY REPORT, GOVERNER WHITMER VETOES 147 LINE ITEMS. THE REQUEST FROM THE COLLEGE WAS DURING THE SCHOOL YEAR, SEPTEMBER THRU MAY THE COLLEGE WOULD PAY FOR THE OFFICER, AND THE OTHER THREE MONTHS DURING THE SUMMER THE OFFICER WOULD BE IN THE SHERIFF’S OFFICE. JANET EXPLAINED THAT THERE WERE MANY REASONS FOR THE BOARDS DECISION, IT WASN’T NECESSARILY MONEY, BUT A POLICY DECISION. MEETING WAS CALLED TO ORDER AT 6 PM BY SUPERVISOR JIM MAZUR, BOARD MEMBERS PRESENT WERE CLERK BARB EGELER, TRUSTEE BOB KESLING, TRUSTEE JEROME PAPES, AND TREASURER PATTI GEERS. WE HAD SEVEN GUEST ATTEND. MINUTES WERE APPROVED AS PRESENTED. SHERIFF’S REPORT WAS GIVEN BY SHERIFF KIM COLE. TREASURER REPORTED THAT THE MONEY MARKET FUND BALANCE ON 4-30-19 WAS $214,154.87. RECEIPTS FOR MAY WERE $85,249.51, DISBURSEMENTS WERE $14,622.21. LEAVING A BALANCE OF $284,782.17 ON 5-31-19. CHECKING ACCOUNT BALANCE IS NOW $300.00, AS PETTY CASH WAS DEPOSITED IN TO THE GENERAL FUND, AND THEN MOVED TO THE CHECKING ACCOUNT BALANCE AS OF 5-31-19. PERPETUAL CARE CERTIFICATE BALANCE REMAINS AT $62,821.14 ON 5-31-19. PUBLIC IMPROVEMENT FUND BALANCE REMAINS AT $127,851.91 ON 5-31-19. THE FIRST PART OF 2019 THEY RAISED THE BILL SOME $20.00, AND AFTER HER CALLING AND TALKING FOR HOURS, THEY SAID THEY WOULD ADJUST IT BACK. THIS SAME THING HAS BEEN HAPPENING FOR MONTHS. AFTER MUCH DISCUSSION WITH THE BOARD AND THOSE IN ATTENDANCE AT THE MEETING, SHE IS GOING TO CHECK INTO MAYBE CANCELING FRONTIER SINCE THEY CANNOT GET THEIR BILLING CORRECT. TREASURERS REPORT ACCEPTED AS PRESENTED. CLERK REPORTED THAT WINN WOLF HAD SUBMITTED ALL INFORMATION AND CHECK FOR HIS DOCK PERMIT. JIM MADE A MOTION TO APPROVE A DOCK PERMIT FOR WINN WOLF. JEROME SECONDED MOTION CARRIED JIM REPORTED THAT HE HAS HIRED RICHARD WILSON TO REPRESENT THE TOWNSHIP. KATE GLANCY HAS BEEN REPRESENTING THE TOWNSHIP, BUT SHE INFORMED JIM THEIR OFFICE IS MOVING TO TRAVERSE CITY. THE TOWNSHIP HAS HAD TO HIRE COUNSEL BECAUSE AFTER HAVING A NEW SURVEY DONE AT VICTORY PARK, THERE WAS A STRUCTURE THAT HAS BEEN BUILT ON TOWNSHIP PARK PROPERTY, AND THE PERSON WHO BUILT IT HAS SAID HE WILL NOT REMOVE IT. JIM WOULD LIKE TO PUBLICLY THANK BRIDGET RADER FOR DOING THE MONUMENT AT VICTORY PARK, IT WAS TOLD TO JIM THAT SHE HAS BEEN THE ONE THAT HAS BEEN TAKING CARE OF IT. FIRST BRINE WAS DONE ABOUT ONE WEEK BEFORE MEMORIAL DAY, AND HE IS HOPING THE PIGGY BACK BRINE CAN HOLD OFF UNTIL JUST BEFORE JULY 4TH. TIME WILL TELL.
