The meeting was called to order at 6:00 pm by Supervisor Bob Kesling. Board members present were Clerk Sarah Grabowski, Treasurer Patti Geers, Trustee Jerome Papes, Trustee Andersen. There were 6 guests in attendance.
· A motion was made by Andersen with support from Papes to approve the September minutes as presented. Motion Carried.
· A motion was made by Andersen with support from Papes to approve the payment of September bills as presented totaling $29,970.23. Motion carried. See attachment 1.
· Sheriff gave the Township report
· Treasurer – A motion was made by Andersen with support from Papes to accept the treasurer report as presented. Motion carried. See attachment 2. A suggestion was made to install keypad locks on hall doors, no action taken.
· Clerk – Asked for approval to prebuy propane for the 25/26 heating season $1,599.20. Also to pay the final balance on the Audit of $1800.00
· Supervisor – 8ft tables for the park $1060.00 per table we would need 4-6 tables, will order in spring. October 16th ride along with road commission, 17th attorney for park and north shore, 21st junk authority meeting. FOIA request from Terry Grams to review meeting minutes from 1916-1936.
· Trustee Papes – Any progress on the property next door, nothing yet.

Chris Rosso inquiring what is going on behind the church on Victory Corners Rd and Victory Drive excavation currently happening.
Jeremy Overmyer – Wondering if we are considering brining the roads again as it is very dusty. Also, what is happening with the junk to the south of his house on Quarterline Rd.

- Clerk Wscc dropped out of special millage election leaving only
- Supervisor got a quote on 5 tables for the Drop box is about 4 weeks out. Taking a road tour for FY 26 road projects. Junk Authority has 3 properties they are prosecuting. October 25th apple pressing at the hall.
- Trustee Papes wondering about wooden post in North parking lot that has rotted Any progress on the property next door, nothing yet. Any news on battery plant, nothing new.

Barry Rader reported at the park there is a crack in breakwall and on the west side of the ramp is some erosion.
Fred Bates is wondering about zoning on the trailer by his house. South of his house water is bypassing the culvert and it’s starting to erode.

- Treasurer’s phone number has changed to 231-239-0559. A motion was made by Andersen with support from Papes to accept the treasurer report as Motion carried. See attachment 2.
- Clerk gearing up for August
- Supervisor report calling for quotes on power washing at park and First and second application of brine applied. Met with attorney representing the Cartier family toured the park property.
- Trustee Andersen asked about status of quotes for new park benches, no quotes Park was left very clean after the Hamlin Township fireworks.
- Trustee Papes Talked to Tom Johnson there are some needed repairs to the seawall at park. Trees limbs on gravesites at North Victory Flowers at Park are dying. Papes also made a motion to halt any further action on disc golf at the part. No support motion failed.
- Public comment period a request for zoning ordinances not being Concern about newsletter mentioning visiting the North shore of the park property. Concern about Cartier meeting. Concern about not enough info to quell rumors. Concern about the Clerk and her ability to fulfill her duties.

- Trustee Andersen got a quote on signs for the park (Entry arrow to the park and to Veterans memorial) Motion was made by Kesling with support from Geers to allow up to $750.00 for signs. Motion Working on picnic table quotes. Looking into Round concrete planters for the park. July 5th Hamlin fireworks.
- Trustee Papes would like a breakdown on spending on projects approved by the Clerk will work on.

- The meeting was called to order at 6:00 pm by Supervisor Bob Kesling. Board members present were Clerk Sarah Grabowski, Trustee Jerome Papes, Trustee Wayne Andersen. There were 11 guests in attendance.
- A motion was made by Andersen with support from Papes to approve the April minutes as presented. Motion Carried.
- A motion was made by Andersen with support from Papes to pay April bills as submitted totaling $7,943.56. Additional bills approved Tom Johnson $295.00 and Centec Cast Metal Products $331.75. Motion Carried.
- County Commissioner Janet Andersen gave county report.
- Susan Evans with Mason County Senior Services talked about the Senior Survey.
- The Clerk requested approval of dock permits for Charles Stout and Lucius Beck a motion was made by Kesling and supported by Andersen. Motion carried. Reminder of August 5th and November 4th Garbage pick-up at Park is every Friday.
- Supervisor Kesling reported picnic tables are out at the park, water is on at cemeteries, flags have been placed for veterans. A volunteer has come forward to dress up the entrances of both cemeteries. A motion was made by Andersen with support from Kesling to approve up to $500.00 for improvements. Motion carried. Still waiting to hear back from Shillinger on rocks for the park. May 17th is township spring cleanup there will be two trustees from the Sheriff’s Department to help. Still waiting to hear about the purchase agreement for property around townhall. June start to put wall up on stage.
- Treasurer’s Report-
- Trustee Andersen replaced the flag at the park, working on signs for memorial and park.
- Dale Goodrich and Patrick Weise with the Rural Fire Authority showed a power point presentation to support a millage request on August 5th for 2mill request.

Regular Board Meeting April 7, 2025
- The meeting was called to order at 6:00 pm by Supervisor Bob Board members present were Clerk Sarah Grabowski, Trustee Wayne Andersen, Treasurer Patti Geers. Absent Papes. There were 17 guests in attendance.
- A motion was made by Andersen with support from Geers to approve the March minutes as Motion Carried.
- Township Assessor Nancy Vandervest gave the 2025 Assessment recap (See Attachment 1)
- Sherriff Kim Cole reported there were 19 Calls in February and 18 in
- County Commissioner Janet Andersen gave county Scottville Office will move to airport, Chill grant is progressing; John O’Connor is now the Interim Emergency Manager.
- A motion was made by Andersen with support from Kesling to approve the payment of March bills totaling $7,620.68. Motion carried.
- A motion was made by Andersen with support from Grabowski to accept the Treasurers Report as presented. Motion carried (See Attachment 2)
- Township Clerk requested to purchase QuickBooks as the Township accounting A motion was made by Kesling with support from Andersen to spend up to $3800.00 for the purchase and consultation of setting up QuickBooks.
A motion was made by Grabowski with support from Andersen to allow the planting of extra trees from the annual Mason-Lake Conservation District Tree Sale at Victory Park. Dani McGarry or Josh Shields will oversee volunteers. Motion Carried.
Township Clerk also asked if we could move the April 2026 Meeting to The Budget Hearing to be held March 31st
- Township Supervisor Kesling made a motion with support from Grabowski to accept the Hazardous Mitigation Plan as presented by the Emergency Management Department. Motion carried.
A motion was made by Kesling with support from Andersen to spend up to $9500.00 to put a temporary wall up on the stage. Note 1: This is pending the outcome of the second bid that is to be forth coming. Note 2: the wall is to be put up with minimal disturbance to the existing structure. Motion carried.
Kesling inquired with the Board of Elections about one drop box for ballots and tax payments, it is acceptable to only have drop box.

- Public comment – Concern about retain wall and washouts at Victory Concern about ownership of Lake Frontage on North side of Hamlin Lake.
Patrick Weise a representative of The Mason County Rural Fire Authority introduced himself and explained they are seeking 2Mill in the August election.
- Township clean-up is May 17th from 9:00am to 12:00pm

March 2025
- The meeting was called to order at 6:00 pm by Supervisor Bob Kesling. Board members present were Clerk Sarah Grabowski, Trustee Jerome Papes, Trustee Wayne Andersen, Treasurer Patti Geers. There were 6 guests in attendance.
- A motion was made by Andersen with support from Papes to approve the February minutes as presented. Motion Carried.
- County Commissioner Janet Andersen gave county report. Emergency Manager Heath Scarbrough has tendered his resignation, Janet is the acting manager. Additional money was granted to the My Neighborhood Grant. MSU will be conducting a community survey.
- A motion was made by Andersen with support from Papes to approve the payment of February bills totaling $8,729.86. Motion carried.
- The Treasurer reported that the money market fund balance on 12/31/24 $329,241.46, Receipts were $24,604.33, Interest $1,189.33, Disbursements $8,240.99, Leaving a balance of $346,794.13 on 1/31/25.
Checking account balance 1/31/25 $300.00.
Perpetual Care Certificate remains at $62,821.14 on 1/31/25.
Public Improvement Fund Balance remains at $321,628.50 on 12/31/24. $327,067.25 on 1/31/25.
Hall Reservation Fund Balance on 12/31/24 was $1,121.60, no receipts, no disbursements, interest was $.05 cents, leaving a balance of $1,121.65 on 1/31/25.
Tax Account Balance on 12/31/24 was $176,413.76, Receipts $348,388.91, Disbursements of $422,868.36 Interest $0.00, for a balance of $101,934.31 on 1/31/25.
- The Clerk requested a motion to sell the current Sharp laser printer for $600.00. A motion was made by Kesling and supported by Wayne. Motion carried.
